About this file

This is a Brand Name Justification document for a limited source acquisition submitted by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) in Panama City, Florida.

The Government seeks to acquire Furuno brand radar gearbox assemblies and support equipment for installation in the LCAC Command, Control, Communications, Computers, and Navigation (C4N) Systems Integration Laboratory for system suitability evaluation. The specific items include: one Furuno 25kW 42RPM gearbox (model RSB097-079A for the FAR2xx7 radar series), three cable assemblies, ten power supply boards (03P9339B), ten AC filter boards (03P9341 RPU013 100V), and one lot of material delivery costs. All items will be delivered within thirty days of purchase order award. The acquisition is valued above micro-purchase levels but does not exceed the simplified acquisition threshold of $350,000.00 and will be funded with 2025 Ship Construction Navy dollars.

The justification asserts that Furuno is the only source capable of meeting Government requirements because the model RSB097-079A gearbox is the only system compatible with the FAR2xx7 radar series and meets all interface and data processing requirements. The Government contends that alternate equipment could introduce catastrophic changes to LCAC operating parameters. Competition will be limited to authorized Furuno distributors and resellers. The acquisition is conducted under FAR 12.102(a), which permits restricting competition for commercial acquisitions below the simplified acquisition threshold when only one source is reasonably available.

Subj: BRAND NAME JUSTIFICATION TO ACQUIRE FURUNO BRAND RADAR PROCESSING UNIT

(PURCHASE REQUEST 1301395275)

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited Source Justification.”

This is a brand name specific justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Department Code 02).

2. Nature and/or description of the action being approved.

This action will award a purchase order, on a brand name specific basis, to acquire Furuno brand Radar gearbox assemblies and support equipment to be installed in the LCAC Command, Control, Communications, Computers, and Navigation (C4N) Systems Integration Laboratory (SIL) for evaluation of system suitability. The Furuno 25kW 42RPM gearbox (model RSB097-079A for the FAR2xx7 radar series) is a high-speed marine radar antenna drive. It delivers fast 42 RPM rotation for commercial vessel navigation. Competition will be limited to authorized distributors and resellers of Furuno brand radar products.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The following items are being acquired.

CLIN Description Qty

0001 GEARBOX 25KW 42RPM 1

0002 CABLE ASSEMBLY 3

0003 BOARD, PWR/SUPPY ASSY 03P9339B 10

0004 BOARD, FILTER AC 03P9341 RPU013 100V 10

0005 MATERIAL DELIVERY COSTS 1 Lot

The Government’s minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels, but not exceeding the simplified acquisition threshold of $350,000.00. All items will be delivered no later than thirty (30) days after award of the purchase order. This contract action will be funded with 2025 Ship Construction Navy (SCN) dollars.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. This acquisition is conducted under the authority of FAR 12.102(a), Restricting Competition for Commercial Acquisitions Below the Simplified Acquisition Threshold. The determination has been made that only one source is reasonably available to meet the Government's minimum needs.

Pursuant to FAR 12.102(a), Furuno is the only brand of radar equipment that can meet the Government’s needs for the following reasons. As the Ship to Shore Connector (SSC) In Service Engineering Agent (ISEA), the LCAC C4N project manages obsolescence of SSC C4N subsystems. The Furuno 25kW 42RPM gearbox being acquired (model RSB097-079A) is a high-speed marine radar antenna drive. It delivers fast 42 RPM rotation for commercial vessel navigation. It is integrated with the for the FAR2xx7 radar series. This is the only gearbox system that can be used with the FAR 2xx7 radar series. It is the only radar processing unit that meets all interface requirements and all required data processing capabilities. Additionally, it is a component of the lowest cost system on the market that meets the Combined Federal Regulations (CFR) for radar installations onboard ships, derives from a product line that has already proven highly reliable in the severe LCAC environment, and incorporates further improvements to increase an already high reliability and mean time between failure (MTBF). Use of alternate equipment may introduce new or change existing operating parameters that may be catastrophic for the LCAC system. Therefore, it is imperative the Furno brand of gearbox assemblies and support is acquired to maintain strict LCAC delivery requirements.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 12.102(a).

Prior to award, the Contracting Officer will determine that the resulting order represents the best value and results in the lowest overall cost alternative (considering technical, price, and past performance) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

As stated in paragraph 4 above, Furuno is the only brand of radar processing units that will meet the Government’s needs.

7. Any other facts supporting the justification.

None

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
