About this file
This is a Memorandum recommending other than full and open competition for a furniture procurement package. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) seeks to acquire furniture and installation services manufactured exclusively by Vari Sales Corporation under contract reference 0416-03. The procurement includes 16 electric standing desks (48x30 with ComfortEdge and cable tray in light wood), 16 monitor arm and laptop stands, 16 power hubs, 16 task chairs (black), 9 beam power pack extension kits, 5 beam power pack starter kits, 9 beam 48 extension kits, 5 beam kits 48, 5 beam whip connectors (6' liquid tight), and 14 receptacle 15 amp packs. Delivery is required 2-3 weeks after order receipt. The total estimated cost is redacted in the document.
The justification for limiting competition centers on the critical requirement that all new furniture must be fully compatible in form, fit, and function with existing furniture systems currently installed in the building. The new workspace layout was specifically designed around the precise dimensions of the Vari Sales Corporation furniture system, and any deviation would render the design unworkable. Award to a non-compatible vendor would result in an estimated three-month delay for complete space redesign and a new procurement cycle, with excess costs exceeding an unspecified amount. Market research confirmed that Vari Sales Corporation is a small business concern and original equipment manufacturer with multiple authorized resellers available under the NASA Solutions for Enterprise-Wide Procurement contract and a General Services Administration Federal Supply Schedule. The Contracting Officer has determined that only one or limited sources are reasonably available.

MEMORANDUM
From:
Subj: RECOMMENDATION FOR OTHER THAN FULL AND OPEN COMPETITION

Quantity Part Number Description
9 402690 48" Beam Power Pack - Extension Kit 5 402689 48" Beam Power Pack -Starter Kit 9 400006 Beam 48 Extension Kit 5 400005 Beam Kit 48 5 400511 Beam - 6' Whip (Liquid Tight)

The total estimated cost is with delivery required 2-3 weeks after receipt of the order.
The requested furniture and installation services represent the minimum requirements of the government.
2. The requiring activity is the Naval Surface Warfare Center, Dahlgren Division (NSWCDD), software development teams is currently constrained by the suboptimal furniture layout in
To enhance productivity and enable essential team collaboration, a new space configuration has been designed. This new layout requires the procurement of specific furniture that is smaller than the existing desks. A critical and non-negotiable requirement is that any new material must be fully compatible in form, fit, and function with the furniture systems presently installed in the building. This constraint is essential for two primary reasons: first, to maintain uniformity and ensure new components can be physically integrated with existing ones; and second, because the new layout was designed around the precise dimensions of this specific furniture system. Any deviation would render the new design unworkable. Proceeding with a full and open competition would introduce an unacceptable risk to the program. An award to a vendor of a non-compatible product would trigger a cascade of negative consequences, including an estimated three-month delay in conducting a complete space redesign and a new procurement cycle. This delay carries a direct financial impact of over in excess costs, which could not be recovered. Therefore, limiting competition is the only viable path to meet the government's minimum needs in a timely and fiscally responsible manner.
3. Market research included reviewing the current infrastructure, performing internet searches, and obtaining market research quotes. This market research has shown that Vari Sales Corporation, a small business concern and the original equipment manufacturer, has multiple authorized resellers available to include under the National Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement. In addition, Vari Sales Corporation currently holds a General Services Administration Federal Supply Schedule.
