• If a company has a domesc capability but is owned by a corporaon outside the United States, how does this factor in and are the eligible?
o To comply with 2 CFR Part 200, funding is available to domesc nuclear glovebox manufacturers who have the domesc capability to perform the acvity successfully. • Can funds be applied retroacvely; we have purchased several pieces of equipment to increase our current manufacturing efforts, can these funds be applied to that equipment?
o Funding cannot be used for equipment purchases or expansion efforts prior to the award of this cooperave agreement.
o Funds can only be used for purchases made aer cooperave agreements have been signed.
• By what metrics should capacity be measured? How do addional shis, overme, awarded work, etc. factor into capacity measurements?
o Metrics in the NOFO are defined as total floor space for glovebox work and labor hours per glovebox type prior to expansion and what is expected aer expansion is complete.
overme hours, addional shis are not factored into the equaon.
• If metrics aren’t met by December 2028, does this mean funding has to be repaid?
o No, this is a cooperave agreement and funding does not need to be repaid, however the goal is to increase capacity and the merit review team will review proposals in feasibility and overall likelihood of meeng the objecves.
• How will funding be released/how does disbursement of funds work?
o Funding will be released in increments and will be based on agreed upon plan which will be included with the award document.
• Does a Funding Request related to increasing capacity of machining of crical components qualify? Do subcontractors qualify?
o Funding is related to increasing glovebox manufacturing capacity and capability. Funding is not available in support of crical components or services associated with their glovebox manufacturing. Funds used for capital expenditures projects should be related to glovebox manufacturing capacity efforts.
o Awards will be made to prime recipients only.
• Can any part of the grant be used to help with becoming NIST compliant for cyber security?
DE-FOA-0003244
o No, Per the NOFO, funds can be used on equipment and facility expansion related to glovebox manufacturing.
• Is this an all or none award?
o This NOFO is not an all or none. Awards will be based on the Merit Criteria outlined but may not be for the full amount requested. Applicants should priorize their expansion efforts and dollar amounts necessary.
• Can funding be used for new facilies as well as exisng facilies?

New facilies are not included in this NOFO.
• Can funds be used toward a lease to expand exisng facilies?
o See answer above.
• Does the project schedule dictate when quarterly reporng ends and /or when can we close out a project?
o All reporng will be outlined in contracts once funds have been awarded. Note that submission of required reports is outlined in the Federal Assistance Reporng Checklist and Instrucons (DOE F 4600.2)
• If we use consultant support for process improvements that drive significant increases in capacity, is that allowed? It would NOT be payroll for direct hires, but for projects that have discrete starng and stopping points with deliverables that drive capacity.
