About this file

This document is a Questions and Answers (Q&A) file for a federal grant opportunity titled "Tajikistan: Early Detection and Response Pilot" (Funding Opportunity Number: DFOP00171310). The opportunity is administered by the Department of State Bureau of Counterterrorism under the Global Counterterrorism Programs (CFDA 19.701), with an application deadline of August 7, 2025. The Q&A addresses critical details for potential applicants, including eligibility (Public International Organizations and For-Profit Companies are eligible), submission requirements for the Performance Monitoring Plan (PMP), and guidance on proposal preparation.

Key clarifications include: the logic model must be included within the 12-page proposal narrative limit, applicants are not required to submit a Performance Indicator Tracking Table (PITT), and the PMP should be preliminary and contain illustrative indicators. The project aims to develop early detection strategies for at-risk communities in Tajikistan to detect, report, and respond to illicit trends and terrorist activities, with a focus on frontier localities. Specific details about priority localities and private sector entities will be determined during the project's inception phase in consultation with counterterrorism and embassy stakeholders.
