About this file

This document is a Questions and Answers file for a federal grant opportunity focused on counterterrorism in Tajikistan. The funding opportunity, numbered DFOP00171310, is a cooperative agreement under the Global Counterterrorism Programs (CFDA 19.701) administered by the Department of State's Bureau of Counterterrorism. The program aims to develop early detection strategies for at-risk communities to detect, report, and respond to terrorist activities in Tajikistan, with a deadline for applications on August 7, 2025.

Key details include eligibility for Public International Organizations and For-Profit Companies, a 12-page proposal narrative limit, and requirements for a preliminary logic model and Performance Monitoring Plan (PMP). Applicants are not required to submit a Performance Indicator Tracking Table (PITT), which will be developed post-award. The project seeks to build Tajikistan's capability to interdict terrorist activity by focusing on frontier localities and addressing recruitment risks in a region where ISIS-K seeks to exploit vulnerabilities. The strategic goal is to protect U.S. borders and security by responding to potential terrorist activities at their source.

Funding Opportunity Title: Tajikistan: Early Detection and Response Pilot Funding Opportunity Number: DFOP00171310 Deadline for Applications: August 7, 2025 Assistance Listing Number: 19.701 Deadline for Receipt of Questions: July 9, 2025 Submission to: BryAna Stearns at StearnsBE@state.gov

Question 1:

· Does CT have priority frontier localities that should be targeted in this program?

· This will be decided in consultation with CT and embassy stakeholders once the project begins.

Question 2:

· Does CT have priority private sector entities that should be targeted in this program?

· Noted in the Sub-Outcome for Outcome 1, it is intended that key stakeholders in this program will be identified during the inception phase.

Question 3:

· The NOFO announcement includes a 6-page logic model template and guidance. Can the logic model be submitted as an annex that does not count toward the 12-page proposal narrative? Comment by Stearns, Bryana E: @Reisman, Adam J I assume that this is included in the 12-pages, but please confirm! Comment by Reisman, Adam J: @Stearns, Bryana E - You're correct - the logic model should be part of the 12-page limit. The guidance may be six pages, but the logic model shouldn't be. The logic model in the applicant's proposal is intended to be preliminary in nature – e.g., should contain illustrative outputs, outcomes, etc. - that sufficiently demonstrate its ability to develop an effective logic model, but is not intended be exhaustive.

· No, the logic model should be included within the 12-page limit. The example provided may be six pages due to included guidance/examples, but the logic model in the applicant’s proposal should not be. The logic model should be preliminary in nature that sufficiently demonstrates its ability to develop an effective logic model.

Question 4:

· Does CT have a specific template that applicants should use for the performance monitoring plan (PMP)? Comment by Stearns, Bryana E: @Reisman, Adam J re: Teams chat, need guidance on if this needs to be included on my NOFO posting. Seems to be conflicting guidance between SOP and NOFO template language. Comment by Reisman, Adam J: Bry - Yes, see my note in Teams; re-including the link to the PMP Indicators How To Guide that should be sent: https://usdos.sharepoint.com/:w:/r/sites/CT/team/PwCCoordination/2.%20Standard%20Operating%20Procedures/2.1%20Grants/1.%20Pre-Award/1.02.9%20PMP%20Indicators%20How%20To%20Guide_2025-04-21.docx?d=wccc07c967c7b4c77931be3ba87ccdb01&csf=1&web=1&e=YZKDK9

· Yes, the NOFO posting on MyGrants has been revised to now include the template and how-to guide.

Question 5:

· Can the PMP be submitted as an annex that does not count toward the 12-page proposal narrative?

· No, the PMP should be included in the 12-page limit.

Question 6:

· Should applicants submit a Performance Indicator Tracking Table (PITT) as part of their proposal? Comment by Stearns, Bryana E: @Reisman, Adam J similar to my Teams chat questions! Comment by Reisman, Adam J: Applicants are not required to submit a PITT as part of their proposal.

· Applicants are not required to submit a PITT as part of their proposal.

Question 7:

· Can you please confirm that the "title page" mentioned on NOFO p.9 is the same as the "Summary Page"? Comment by Stearns, Bryana E: @Parkinson, Ivan FYSA - may be wise to use the same terminology.

· Yes, the title paged mentioned on p. 9 is the same as the “Summary Page.”

Question 8:

· NOFO p.11 mentions "See Annex II for a list of CT indicators". Could you please provide this list? Comment by Stearns, Bryana E: @Reisman, Adam J same as above. Comment by Reisman, Adam J: The Annex is part of the PMP Indicators How To Guide (1.2.9) that was somehow left off of the SOP. Link to this document provided below. Please send to applicants ASAP.

· The Annex is part of the PMP How-To Guide that has now been included on the NOFO posting on MyGrants.

Question 9:

· Are Public International Organizations (PIOs) eligible to apply?

· Yes, PIOs are eligible to apply.

Question 10:

· Are For-Profit Companies eligible to apply?

· Yes, the NOFO has been revised to indicate that For-Profit Companies are eligible to apply.

Question 11:

· For the PMP (and/or PITT), can a more flexible format be used for font size or layout to better accommodate the detailed data requested, provided all content remains legible and professional? Comment by Stearns, Bryana E: Defer to @Reisman, Adam J and @Parkinson, Ivan . I assume we are fine with this as long as it captures the information we need? Or would we like (for PRISM purposes for example) having all implementers use our template? Then we would need to post our template in the NOFO posting. Comment by Reisman, Adam J: You can repond with the following language: The expectation is that applicants will utilize the PMP template as part of their proposal submission, but the they can be flexible with the format as long as they include the template’s requested contents. Please note that the applicant’s PMP is intended to be preliminary in nature, and should contain illustrative indicators (in addition to the requested three CT indicators) that sufficiently demonstrate its ability to develop an effective PMP, but is not intended be exhaustive.” Applicants are not required to submit a PITT as part of their proposal.

Question 12:

· Is the PITT intended to be included as part of the proposal submission, or to be prepared after award?

· Applicants are not required to submit a PITT as part of their proposal. It will be developed post-award.

Question 13:

· What is the accepted date range for a most recent external audit? Comment by Stearns, Bryana E: From an interested applicant: "We completed our FY23 audit in December 2024. This is the most recent external audit we have completed. We would like to confirm that by attaching this to our proposal, we meet the audit requirements set forth in both NOFOs."

I sent to Mauna/Sharon but haven't heard back yet.
