CUI: Department of the Air Force Justification for Other Than Full and Open Competition
This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document supporting a Class Brand Name Justification for a Blanket Purchase Agreement (BPA) for UniWest Support Equipment. The 76th Aircraft Maintenance Group (AMXG) at Tinker Air Force Base, Oklahoma is establishing multiple BPAs to procure UniWest Support Equipment for use on multiple aircraft as part of depot maintenance operations. The BPA is valued at $5.2 million to account for unforeseen purchases, escalation, and increased workflow, with funding from Working Capital Funds.
The procurement restricts competition and is justified under RFO 12.201-1 (Simplified Procedures, 41 U.S.C. 1901). The brand name requirement is driven by technical orders (-TO-1B-1B-36, -TO-1B-52H-36, Process Order 76 AMXG 20-11, and Appendix W specifications) mandating UniWest equipment with specialized scan technology for eddy current inspection to detect damage in critical aircraft structures and ensure aircraft safety. Market research identified four potential vendors with verified capability: UniWest, NDT Solutions, Techna NDT, and SOFTWARE INFORMATION RESOURCE CORP (SIRC). The Contracting Officer is responsible for determining fair and reasonable pricing in accordance with FAR Subpart 15.4, and the Government will continue market research and publicize the acquisition to encourage future competition.
