About this file
This document appears to be a technical specification for an Aircraft Refueling Stand. The key details are:
The refueling stand is constructed of aluminum and stainless steel, designed to be robust yet lightweight and easily maneuverable by a single operator. It features an elevating platform with a safe working load of 200 kg, as well as front-mounted outriggers for stability, a stainless steel "A" frame, and hydraulic lift system. The stand is equipped with two 2.5" aviation couplings, stainless steel piping, refueling hoses, and a bonding reel. It includes safety features such as a burst protection valve, automatic gate locking system, and reflectors for night operation. The stand is approved for towing at speeds up to 20 kph and operation in winds up to 60 kph.
The related federal contract opportunity is a pre-solicitation for Aircraft Refueling Stands, issued by the Department of the Air Force Air Mobility Command. No commitment will result from responses to this sources sought notice.

Dimensions
Platform Height (lowered) 2260mm Platform height (fully elevated) 3330mm Overall width 1930mm Length 4450mm Weight 470Kg (Shipping) 4500(L) X 1930(W) X 3385(H)mm
Chassis construction Aluminium and stainless-steel construction. Designed to be robust, but light weight and easily manoeuvred by a single operator.
Stability.
Manufactured with front mounted out-riggers to guarantee stability whether working with the platform in the lowered or fully elevated position.
Out- riggers are a bolted component and can be easily removed or replaced.
Platform (SWL 200 kg)
The elevating platform deck and access steps are manufactured from open style high grip decking to ensure maximum grip in the working environment.
Access to the platform is via spring close safety gate. The elevating platform is protected by a 1100mm safety rail, knee-rail and kick plate.
An opening is provided in the handrail to allow removal from the deck of the coupling while connected to the hose for flow checks and hose end screen checks.
A frame
The ‘A’ frame is manufactured from stainless steel for additional strength and corrosion resistance. The swivel block assembly is fitted between the ‘A’ frame and main chassis manufactured using bearings and bronze bushes for strength and long-term wear resistance, the articulated connection is designed to assist with manoeuvrability as well as maintaining stability during cornering while being towed.
A 50mm ball coupling is fitted to the “A” frame for easy connection to the towing vehicle.
Hydraulics
A double action hand pump operates the elevating platform. Located in a convenient position on the platform that does not obstruct the working area, the pump operates a displacement type ram, which is fitted with a burst protection valve to prevent the platform dropping from the elevated position in the event of a hose failure.
The platform is also fitted with an access ladder to allow the operator to leave the platform while in the elevated position.
Pipework, fittings, Hoses and couplings
2 x 2.5” ISO45 aviation couplings (or equivalent) will be fitted for connection to the refuelling vehicle. These couplings will be fitted side-by-side at approximately 700mm above ground level.
All pipework is fabricated from 2” NB stainless steel tube. A de-pressurisation / sample valve is fitted adjacent to the hose coupling point.
Refuelling hoses are 2” Elaflex to ISO 1825 (EN1361) and hose ends are terminated with SPANNLOC clamps and appropriate screwed fittings. Certificate of conformity and hose pressure certificates will be supplied.
Each hose shall be of sufficient length for connection to an aircraft while the platform is fully elevated, while allowing for the platform to be lowered to its minimum height while still connected without putting strain on the hose or aircraft fittings.
Refuelling couplings are Carter 64200 as standard complete with integral swivel/quick disconnect, and 100-mesh screen, stick handles and protective covers are also provided. (Surge controllers are not fitted as standard). Other couplings available on request.
A self-lubricating swivel is fitted immediately up stream of each refuelling hose, allowing easier lifting of the unit.
All pipework and fittings are pressure tested to 225 psi and are suitable for in-situ hose pressure testing at 20bar.
An integrated thermal relief system & collector tank is fitted in compliance with JIG to prevent excessive pressure build within the pipework and hoses when not in use.
Bonding A hand operated stainless steel bonding reel complete with slip ring, overrun brake and mounting bracket will be supplied. The reel will be located at working height and fitted with 15m of high visibility PVC coated copper braid cable and heavy-duty clip.
Axles and wheels
4 off heavy-duty 470mm diameter wheels are fitted to stainless steel stub axles. Large diameter wheels are used to aid manual manoeuvrability and each wheel is fitted with sealed for life bearings. Stub axles can be removed separately for maintenance as required.
Safety
The hydraulic cylinder that lifts the platform is fitted with a burst protection valve, designed to control the decent of the platform in the event of a failure in the hydraulic system.
The valve will be pre-set so that full decent (with full load) occurs over a period not less than 10 minutes but can be adjusted to allow different rates of decent as required.
Full details on the burst protection valve and instructions on adjustment and maintenance will be provided in the manual.
An automatic locking system is fitted that will secure the gate in the closed position once the platform is elevated from its lowered position. A manual override will be provided so that the gate can be opened while the platform is elevated.
Amber reflectors will be fitted along the chassis sides, white on each side at the front and red triangle reflectors shall be fitted on either side at the rear for night-time operation.
The 777 refuelling steps are approved for towing at speeds up to 20kph and for operation in wind speeds up to 60kph.
Labels and marking
Each unit will be fitted with the following labels fixed to the chassis frame, An identification plate with contract number and date of manufacture Towing speed Safe working load Tyre pressure Unit weight Safety information regarding the platform
Documentation
Each unit will be supplied with Operating instructions and maintenance guide.
