About this file
This Request for Proposals (RFP) is issued by the City of Waxahachie, Texas for a full-service chlorine dioxide generation program at two municipal water treatment facilities: the Howard Road Water Treatment Plant and the Robert W. Sokoll Water Treatment Plant. The City seeks a comprehensive, turnkey solution including equipment provision, installation, chemical supply, routine maintenance, regulatory testing, and ongoing technical support for chlorine dioxide generation systems. The Howard Road WTP operates at 9 MGD average capacity with an approximate chlorine dioxide dose rate of 1.22 mg/L, while the Robert W. Sokoll WTP operates at 10 MGD average capacity with a 1.25 mg/L dose rate, resulting in estimated annual usage of 135,000 pounds and 180,000 pounds of sodium chlorite, respectively. A mandatory pre-proposal meeting and site visit is scheduled for May 21, 2026, at 9:30 a.m. at the Robert W. Sokoll Water Treatment Plant. Questions must be submitted by May 26, 2026, at 1:00 p.m., and all proposals are due electronically through the OpenGov procurement portal by May 28, 2026, at 10:00 a.m., with public opening of submissions at 10:15 a.m. the same day. The awarded contract shall commence October 1, 2026, for an initial two-year term with options to renew for up to eight additional one-year terms, for a maximum total contract period of ten years.
Pricing shall be structured as a single, all-inclusive unit price per pound of sodium chlorite delivered, with actual billing based on certified scale tickets indicating net weight of material delivered. The rate must cover all scope elements including chemicals and delivery, SCADA integration, equipment and installation, removal of existing equipment, labor and travel, maintenance and repairs, regulatory testing and laboratory services, and operator training. The City operates under a zero-CAPEX implementation model, with the vendor retaining full ownership of all equipment throughout the contract term. Contract pricing must remain firm for at least the first full year, with any subsequent price increases limited to no more than 5 percent annually and subject to City approval, with increases only permitted based on documented raw material price index changes or supplier-imposed increases. The vendor must demonstrate minimum qualifications including five years of experience in chlorine dioxide system design, installation, and maintenance for water utilities; a project manager with 5+ years in chlorine dioxide system design and commissioning; a fully equipped service center within 250 miles of Waxahachie housing critical spare parts inventory; and a minimum of three references from similar-scale contracts (10-20 MGD). Evaluation criteria are weighted as follows: cost (40 percent), experience and qualifications (25 percent), project manager experience (25 percent), and references (10 percent). The City reserves the right to award a single contract, split awards, or no award, and requires successful contractors to maintain comprehensive insurance coverage including $1,000,000 commercial general liability, $1,000,000 business auto liability, and statutory workers' compensation coverage.

1. Introduction
1.1. Summary
The City of Waxahachie, Texas (hereinafter referred to as the "City" or "Owner") is soliciting proposals from qualified vendors to provide a comprehensive, turnkey chlorine dioxide generation program for the Howard Road Water Treatment Plant and the Robert W. Sokoll
Water Treatment Plant. This Request for Proposals (RFP) seeks a full-service solution that includes equipment provision, installation, chemical supply, routine maintenance, regulatory testing, and ongoing technical support for a two-chemical process.
1.2. Background
The City of Waxahachie operates two major water treatment facilities that serve as critical infrastructure for delivering safe, reliable drinking water to residents and businesses across the region. Chlorine dioxide plays a vital role in the City's disinfection strategy, offering powerful microbial control while minimizing disinfection by-products such as trihalomethanes (THMs) and haloacetic acids (HAAs).
The current chlorine dioxide generation equipment at both facilities has reached the end of its expected service life and requires replacement with modern, high-efficiency generation systems. The City seeks a vendor partner who can deliver a seamless transition to new equipment while maintaining uninterrupted disinfection operations.
Existing generation systems are at or beyond their useful life. The City seeks a modern, reliable, and performance-guaranteed solution that:
• Maintains uninterrupted disinfection
• Improves efficiency and chemical utilization
• Ensures regulatory compliance
• Reduces operational and maintenance burden on City staff
