About this file

This is a Request for Information (RFI) from the Marine Corps Petroleum Office and DEVCOM Ground Vehicle Systems seeking market research on fuel adapter solutions for the Asia-Pacific region. The RFI aims to improve fuel transfer interoperability between commercial and military fuel systems in countries like Australia, Japan, Philippines, and South Korea, with a focus on developing rapid cross-loading capabilities for bulk fuels. The government is seeking detailed information from businesses and academic institutions about potential fuel adapter kits, including technical specifications, compatibility, ease of use, testing certifications, storage considerations, customization capabilities, pricing, production capacity, and logistical support.

Responses are due by 3:00 pm ET on 30 May 2025, submitted electronically to submissions@namconsortium.org with specific formatting requirements (MS Word or PDF, sans-serif font, maximum 10 pages). Respondents are asked to provide comprehensive details about their proposed adapters, including dimensions, interface methods, weight, materials, flow rates, safety features, pressure rates, operating temperature range, and compatibility with various commercial and military fuel systems in the Asia-Pacific region. The RFI is for informational and planning purposes only, with no commitment to procure, and is intended to help the Department of Defense develop its acquisition strategy for fuel adapter solutions in the INDOPACOM Area of Responsibility.

Asia-Pacific Fuel Adapter Kit Market Research Marine Corps Petroleum Office in coordination with DEVCOM Ground Vehicle Systems (GVSC) Fuel & Water equipment branch is seeking information on fuel adapter solutions to ensure interoperability between commercial fuel infrastructure (tanker trucks, rail cars, airports, pipelines, and fuel barges) and US military fuel systems within the Asia-Pacific region. This effort also aims to improve fuel transfer between commercial entities and the militaries of Asia-Pacific Nations, mirroring the success of the NATO Fuel Adapter Kit . The DoD seeks solutions for rapidly cross-loading bulk fuels from diverse commercial sources, particularly in Southeast Asia and island nations (e.g., Australia, Japan (including Ryukyu Isles), Philippines, South Korea, Mariana Islands, Palau Islands), but welcomes submissions relevant to the broader INDOPACOM AOR. This RFI is for informational and planning purposes only, with no commitment to procure.

The Objective of this Market Research Questionnaire is to better understand the availability and capabilities of commercial products and the potential of the associated equipment manufacturers. The information gathered by DoD through the Market Research Questionnaire, along with other market investigation data, is solely intended for use by the DoD and will not be shared with any commercial entity. Participation in this Market Research provides an important opportunity to influence the DoD’s approach to procuring fuel adapters.
