FUBAR DETENTION DAM DECOMMISSIONING
The Bureau of Land Management (BLM) has a requirement for a project that will decommission Fubar Detention Dam located in Park County approximately 24 miles north of Cody, WY and approximately 15 miles northwest of Powell, WY. Major items of work for this project include, removing water from work areas and controlling water to prevent flow into work areas. Excavate a portion of the existing dam embankment to remove the existing outlet works pipe and to construct the new decommissioning channel.
Place and compact a portion of the soil excavated from the dam embankment to construct spreader dikes within Fubar Reservoir. Construct a reinforced cast-in-place concrete inlet and stilling basin structures, as well as the new access road. Reclaim all disturbed areas including staging areas and temporary roads.
Construct a 3 barbed and 1 smooth, 4-wire fence. The work covered by this contract includes furnishing all labor, material, equipment, and incidentals necessary to complete this requirement as per the accompanying specifications and drawings.
The estimated project magnitude of construction is $1,000,000.00 – $5,000,000.00.
This Sources Sought (SS) is intended as a means of conducting market research, which will help determine the best method for the anticipated solicitation and subsequent award. The applicable North American Industry Classification System (NAICS) code assigned to this requirement is 237990, “Other Heavy and Civil Engineering Construction”. The small business size standard is $39.5 million. FAR 52.219-14, Limitations on Subcontracting, will apply wherein at least 15 percent of the work must be performed by the small business prime contractor and similarly situated small business subcontractors.
This announcement is issued solely for information and planning purposes, which will help determine the best method for the anticipated solicitation and subsequent award. It does not constitute a Request for Proposal (RFP) or solicitation nor a promise to issue a solicitation in the future. This request does not commit the Government to contract for any supplies or services whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this announcement; all costs associated with responding will be solely at the interested party’s expense. Not responding to this announcement does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be synopsized on sam.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.
