JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. CONTRACTING AGENCY: U.S. Army Corps of Engineers (USACE), Alaska District, Contracting Division, Post Office Box 6898, Joint Base Elmendorf-Richardson (JBER), Alaska 99506-0898.

2. DESCRIPTION OF ACTION: This is a Limited Sources Justification for Other than Full and Open Competition to include a sole source (brand name) specification for a Federal Signal Remote Interface (Mass Notification Relay) in solicitation W911KB20R0027 for FTW410 Building 1001 renovation at Ft Wainwright, Alaska. The solicitation will be a competitive Request for Proposal resulting in a new firm-fixed price construction contract to be awarded with FY20 SRM Funds. The building mass notification systems (BMNS) in each facility must have the capability to communicate with the Base-wide systems at Ft. Wainwright in order to tie in with the existing systems used by all buildings on Ft Wainwright. Market research included a notice of intent for sole source item posted on the BETA Sam website (https://beta.sam.gov/) and an internet search for the Federal Remote Interface (Mass Notification Relay).

3. DESCRIPTION OF SUPPLIES/SERVICES: This Limited Sources Justification for the inclusion of a brand name specification for the Federal Signal Remote Interface (Mass Notification Relay). The building mass notification systems (BMNS) is required to interface with the Fort Wainwright Federal Signal Remote Mass Notification ACU’s unit for emergency broadcasts in all facilities on Fort Wainwright. Ft Wainwright has standardized the systems on the installation, requiring that all new construction specify installation of only Federal Signal Remote Interface (Mass Notification Relay). The use of the Federal Signal Remote Interface (Mass Notification Relay) System is critical to the Government reliability mission. The estimated construction contract amount is $64,000,000.00 and the estimated cost of the restricted construction materials is as follows:

Construction Material

Quantity Unit Price Total

Federal Signal Remote Interface

The cost of the Federal Signal Remote Interface to be installed in the FTW410 Building 1001 Repair on Fort Wainwright, Alaska is estimated to be less than $700,000.00. The approval authority for this justification of brand name specification is the Procuring Contracting Officer.

4. AUTHORITY CITED: This justification cites the statutory authority, 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This justification applies the use of a brand name description.

5. REASON FOR AUTHORITY CITED:

a. Background: The Government’s mission on each military base or station is based on reliability. To meet this mission, Ft Wainwright, as an installation has converted and is converting to Federal Signal Mass Notification System (Giant Voice) to broadcast emergency messaging throughout all facilities on the Base. The building mass notification systems in each facility must have the capability to communicate with the Base-wide systems.

b. Justification: The Building Mass Notification System (BMNS) installed in each facility must provide two-way communication with the Ft Wainwright Federal Signal Remote Mass Notification System.

Transceivers from other manufacturers will not communicate with the Federal Signal Remote Mass Notification’s ACU and a Federal Signal Remote Interface (Mass Notification Relay) is required.

Additionally, installation of another system would require substantial duplication of cost, that the Government would not expect to recover. These costs would include:

- Additional training for Ft. Wainwright technicians to learn a different system

- Requirement for stocking duplicate spare parts for different controls system

- Duplicate effort for installing software upgrades

- Modification of existing/future service contracts to include a different controls system

c. Impact: Failure to incorporate the requirement for compatibility with the existing Mass Notification Systems will result in a failure to meet functional and design requirements of the system and could result in a failure in notification of an incident in the event of an emergency

d. Alternatives: None. Specification of a Federal Signal Remote Interface (Mass Notification Relay) for the mass notification system is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.

6. EFFORTS TO OBTAIN COMPETITION: There will be competition between firms that sell the required name brand Federal Signal Remote Interface (Mass Notification Relay). Based on market research there is more than one distributor/vendor for this system.

7. ACTIONS TO INCREASE COMPETITION: To ascertain whether existing manufacturers or new manufacturers entering the market have developed products or programming which will be compatible, interchangeable and competitive with the items identified in this document and currently in use, a sources sought notice was published in Beta.SAM on 5 February 2020 using NAICS 334290 - Other Communications Equipment Manufacturing. The notice contained the Government’s intent to acquire the materials/systems included in this justification and approval on a sole source basis for this project. No responses were received. No similar/compatible products were found.

8. MARKET SURVEY: Market research was conducted to determine if there are other manufacturers who can fully meet the Government’s requirements. No firms responded to the sources sought notice. No compatible products were found.

9. INTERESTED SOURCE: In accordance with FAR 5.102(a)(6), this J&A will be included with the solicitation when the solicitation is made available through the Government Point of Entry (www.beta.SAM.gov). Any sources that indicate interest as a result of the publication will be evaluated.

10. OTHER FACTORS:

a. Procurement History: The installation master plans have selected master/supervisory systems to comply with Army Installation Standardization Programs and minimize risks to life safety in emergency situations.

b. Acquisition Data Availability: Not applicable.

c. Unusual and Compelling Urgency: Not applicable.

d. Subcontracting Competition: Subcontracting opportunities exist for suppliers, distributors, and/or installers. This is a restrictive specification that only precludes consideration of a product manufactured by another company. Subcontracting competition will be the responsibility of the offerors or prime contractor awarded the contract.

JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. CONTRACTING AGENCY: U.S. Army Corps of Engineers (USACE), Alaska District, Contracting Division, Post Office Box 6898, Joint Base Elmendorf-Richardson (JBER), Alaska 99506-0898.

2. DESCRIPTION OF ACTION: This is a Limited Sources Justification for Other than Full and Open Competition to include a sole source (brand name) specification for a Siemens Apogee BACnet Automated Building Management System in W911KB20R0027 for FTW410 Building 1001 renovation at Ft Wainwright, Alaska. The solicitation will be a competitive Request for Proposal resulting in a new firm-fixed price construction contract to be awarded with FY20 SRM Funds. The Siemens Apogee BACnet Automated Building Management System in each facility must have the capability to communicate with the Base-wide systems at Ft. Wainwright in order to tie in with the existing systems used by all buildings on Ft Wainwright. Market research included a notice of intent for sole source item posted on the BETA Sam website (https://beta.sam.gov/) and an internet search for the Siemens Apogee BACnet Automated Building Management System.

3. DESCRIPTION OF SUPPLIES/SERVICES: This Limited Sources Justification is for the inclusion of a brand name specification for the Siemens Apogee BACnet Automated Building Management System.

All buildings at Ft Wainwright are connected to this front end and to have a fully integrated building automation system, incorporating direct digital control (DDC) for energy management, equipment monitoring and control, temperature control and other building subsystems. All new buildings that need to be connected to the existing Utility Monitoring Control System (UMCS) are required to be able to seamlessly connect with the proprietary Siemens APOGEE Utility Monitoring Control System (UMCS).

The Siemens Apogee BACnet Building Automation System is critical to the Government reliability mission.

The estimated construction contract amount is $64,000,000.00 and the estimated cost of the restricted construction materials is as follows:

Construction Material

Quantity Unit Price Total

Siemens APOGEE Utility Monitoring Control System

(UMCS)

1 system

The cost of the Siemens APOGEE Utility Monitoring Control System (UMCS) to be installed in the FTW410 Building 1001 Repair on Fort Wainwright, Alaska is estimated to be less than $700,000.00.

5. REASON FOR AUTHORITY CITED:

a. Background: Fort Wainwright Department of Public Works utilizes a Siemens Apogee Insight System as the post-wide Utility Monitoring Control System (UMCS). All buildings on Fort Wainwright are required to be connected to this head end and to have Building Automation Systems (BAS) which provide full communication and functionality. With a Siemens system in the individual facilities, operators are able to operate and program the Building Automation Systems from the central location. During emergencies it is necessary to make such programming changes to shut down building systems or keep a building operational. This sytem allows the user to make such changes in emergency situations from a central location, rather than travel to each building invidually.

b. Justification: The Siemens Apogee BACnet Automated Building Management System installed in each facility must provide two-way communication with the Ft Wainwright Siemens Apogee BACnet Automated Building Management System. The existing automated building management system is a Siemens Apogee BACnet. The only automated building management system that will fully integrate and communicate with the existing system is a Siemens Apogee BACnet.

- Modification of existing/future service contracts to include a different controls system

c. Impact: Failure to incorporate the requirement for compatibility with Siemens APOGEE will result in a failure to meet functional and design requirements of the system and could result in a failure in notification of an incident in the event of an emergency. In addition, failure to incorporate this requirement would result in additional cost to the Government for maintaining and operating a second system.

d. Alternatives: None. Specification of a Siemens Apogee BACnet Automated Building Management System is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.

6. EFFORTS TO OBTAIN COMPETITION: There will be competition between firms that sell the required name brand Specification of a Siemens Apogee BACnet Automated Building Management System.

FOR OTHER THAN FULL AND OPEN COMPETITION

1. CONTRACTING AGENCY: U.S. Army Corps of Engineers (USACE), Alaska District, Contracting Division, Post Office Box 6898, Joint Base Elmendorf-Richardson (JBER), Alaska 99506-0898.

2. DESCRIPTION OF ACTION: This is a Limited Sources Justification for Other than Full and Open Competition to include a sole source (brand name) specification for a Best Brand 7-Pin Inter-Changeable (IC) Lock Cores and Best Brand 40H series mortise locksets with deadbolts and Best Brand 40 H series mortise locksets with bedroom function deadbolts in solicitation W911KB20R0027 for FTW410 Building 1001 renovation at Ft Wainwright, Alaska. The solicitation will be a competitive Request for Proposal resulting in a new firm-fixed price construction contract to be awarded with FY20 SRM Funds.

Market research included a notice of intent for sole source item posted on the BETA Sam website (https://beta.sam.gov/) and an internet search for the lock cores and locksets.

3. DESCRIPTION OF SUPPLIES/SERVICES: This Limited Sources Justification for the inclusion of a brand name specification for Best Brand 7-Pin Inter-Changeable (IC) Lock Cores and Best Brand 40H series mortise locksets with deadbolts and Best Brand 40 H series mortise locksets with bedroom function deadbolts. Fort Wainwright has standardized the systems on the installation, requiring that all new construction specify installation of these items. These construction materials are required in order to maintain consistency throughout Ft Wainwright, Ak. The estimated construction contract amount is $64,000,000.00 and the estimated cost of the restricted construction materials is as follows:

Construction Material Quantity Unit Price

Total

Best Brand 7-Pin inter-Changeable (IC) Lock Cores and Best Brand 40H series mortise locksets with deadbolts and Best Brand 40 H series mortise locksets with bedroom function deadbolts

The cost of the Best Brand 7-Pin inter-Changeable (IC) Lock Cores and Best Brand 40H series mortise locksets with deadbolts and Best Brand 40 H series mortise locksets with bedroom function deadbolts to be installed in the FTW410 Building 1001 Repair on Fort Wainwright, Alaska is estimated to be less than $700,000.00.

5. REASON FOR AUTHORITY CITED:

a. Background: The Government’s mission on each military base or station is based on reliability and redundancy. To meet this mission, Ft Wainwright, as an installation has converted and is converting to Best Brand 7-Pin Inter-Changeable (IC) Lock Cores and Best Brand 40H series mortise locksets with deadbolts and Best Brand 40 H series mortise locksets with bedroom function deadbolts. Engineering and Construction Bulletin No 2005-1, dated 18 March 2005, cites a policy memorandum from the Installation Management Agency (IMA) and the Director of Military Programs, dated December 14, 2004, which directs the use of the electronic card access systems on new construction projects and major building renovations on Army installations. The bulletin also directs that every Army Installation develop a master plan for the electronic key card access system that requires installation buildings to use equipment from a single manufacturer for consistency, compatibility, and sustainability. Best electronic card access systems and the Best lock cores are compatible with Ft Wainwright Base’s existing master keying system.

b. Justification: Ft. Wainwright has established Best as the Installation’s master keying system with which all lock cores and keyless entry systems must be compatible. There are several manufacturers of locksets that accept Best interchangeable lock cores, therefore this J&A is for the lock core only and not lockset hardware. Lock and pinning codes are proprietary to each manufacturer thus multiple manufacturers require multiple master systems and do not meet the Installation’s requirement for a grand master keying system. The Best lock cores and Best card access readers comply with the Army’s standardization program.

- Modification of existing/future service contracts to include a different controls system

c. Impact: Use of keying systems from multiple manufacturers is not in accordance with Army policy to have a standard keying system from one manufacturer for consistency, compatibility and sustainability and would result in the Installation having to maintain multiple grand master systems.

d. Alternatives: None. Ft. Wainwright standard grand master lock system is Best. Specification of Best Brand 7-Pin Inter-Changeable (IC) Lock Cores and Best Brand 40H series mortise locksets with deadbolts and Best Brand 40 H series mortise locksets with bedroom function deadbolts is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.

6. EFFORTS TO OBTAIN COMPETITION: There will be competition between firms that sell the required name brand Best Brand 7-Pin Inter-Changeable (IC) Lock Cores and Best Brand 40H series mortise locksets with deadbolts and Best Brand 40 H series mortise locksets with bedroom function deadbolts. Based on market research there is more than one distributor/vendor for this system.

7. ACTIONS TO INCREASE COMPETITION: To ascertain whether existing manufacturers or new manufacturers entering the market have developed products or programming which will be compatible, interchangeable and competitive with the items identified in this document and currently in use, a sources sought notice was published in Beta.SAM on 22 January 2020 using NAICS 335210 – Small Electrical Appliance Manufacturing.

FOR OTHER THAN FULL AND OPEN COMPETITION

1. CONTRACTING AGENCY: U.S. Army Corps of Engineers (USACE), Alaska District, Contracting Division, Post Office Box 6898, Joint Base Elmendorf-Richardson (JBER), Alaska 99506-0898.

2. DESCRIPTION OF ACTION: This is a Limited Sources Justification for Other than Full and Open Competition to include a sole source (brand name) specification for a Monaco Model “BT-XF” transceiver in solicitation W911KB20R0027 for FTW410 Building 1001 renovation at Ft Wainwright, Alaska. The solicitation will be a competitive Request for Proposal resulting in a new firm-fixed price construction contract to be awarded with FY20 SRM Funds. The Monaco Model “BT-XF” transceiver is used in all miitary construction projects on Ft. Wainwright in order to ensure seamless reporting to the central Monaco D-12 supervising station at the Ft. Wainwright Fire Station. Market research included a notice of intent for sole source item posted on the BETA Sam website (https://beta.sam.gov/) and an internet search for the Monaco Model “BT-XF” transceiver.

3. DESCRIPTION OF SUPPLIES/SERVICES: This Limited Sources Justification for the inclusion of a brand name specification for the Monaco Model “BT-XF” transceiver . Ft Wainwright has standardized the systems on the installation, requiring that all new construction specify installation of only the Monaco Model “BT-XF” transceiver. The use of the Monaco Model “BT-XF” transceiver is critical to the Government. The estimated construction contract amount is $64,000,000.00 and the estimated cost of the restricted construction materials is as follows:

transceiver

1 system

The cost of the Monaco Model “BT-XF” transceiver to be installed in the FTW410 Building 1001 Repair on Fort Wainwright, Alaska is estimated to be less than $700,000.00.

5. REASON FOR AUTHORITY CITED:

a. Background: The Fort Wainwright Fire Department utilizes a Monaco D-21 supervising station for monitoring the fire alarm systems in all buildings on the installation. The fire alarm system in each facility must have the capability to communicate with the installation-wide systems. Only the Monaco Model “BT- XF” transceiver will properly integrate and provide full functionality with the Monaco D-12 supervising station.

b. Justification: A Monaco Model “BT-XF” transceiver is required for any manufacturer’s fire alarm panel to communicate with the Monaco D-21 supervising station. Fire alarm panels of other manufacturers may be utilized, however a Monaco transceiver is necessary to serve as the interface between the building fire alarm panel and the Fort Wainwright Monaco D-21 supervising station.

Transceivers from other manufacturers will not communicate with the Monaco D-21 supervising station.

The Monaco Model “BT-XF” transceivers allow procurement of a fire alarm panel from other manufacturers; this J&A is for the interface units only.

- Modification of existing/future service contracts to include a different controls system

c. Impact: Failure to incorporate the requirement for compatibility with the existing fire alarm system will result in a failure to meet functional and design requirements of the base-wide system and could result in a failure in notification of an incident in the event of a fire or other emergency.

d. Alternatives: None. Specification of a Monaco Model “BT-XF” transceiver for the fire alarm system is essential to the Government’s requirements, precluding consideration of a product manufactured by another company.

6. EFFORTS TO OBTAIN COMPETITION: There will be competition between firms that sell the required name brand Monaco Model “BT-XF” transceiver. Based on market research there is more than one distributor/vendor for this system.
