Questions for Project FTQW 06-1002A Repair Lightning Protection Systems (65 Facilities)
Q1. Have each of the 65 buildings involved in this project had an NFPA 780 analysis done on them to determine that a lightning protection system is required? If not, will the analysis be the first step in the process to determine if the building requires a lightning protection system?
A1. All facilities listed are required to have lighting protection.
Q2. Attachment #3 Section 2 Page 7 of 19 – Is this title correct? “SECTION 2, A-E INVESTIGATION SERVICES FOR FTQW 06-2467, INSTALL NOSE DOCK 7 FIRE SUPPRESSION SYSTEM, BLDG. 1232
A2. Header is incorrect, please disregard
Q3. Do building Hazmat surveys exist? If so can they be provided for review?
A3. Any Hazmat info that exists is incomplete and should not be used in place of actual hazmat testing. Any info we do possess can be provided if specific locations/buildings are requested.
Q4. Do contaminated soil logs exist? If so can they be provided for review?
A4. Contaminated site history documents or maps can be provided if specific locations/buildings are requested. Any excavation in a known contaminated site will require the soil to be tested.
Q5. In Statement of Work paragraph 2.01, Scope of Work requires a topographical survey. Does a base survey exist? Is the intent to provide a survey of the entire base?
A5. The intent is not to provide a survey of the entire base. Topographical maps can be provided to aid in the design of lightning protection systems.
Q6. Is there a cost limit for this project?
A6. In accordance with FAR 36.204 the magnitude of the A-E project is between $100,000 and $250,000. The magnitude of the construction portion is expected to be between $1,000,000 and $5,000,000. Pricing will be requested from the contractor selected by the Evaluation Board. Pricing is not due at th is time.
Q7. In 3.04. A design analysis requires electrical load lighting level calculation, structural calculation, plumbing calculation, HVAC calculations, life cycle cost analysis, fire suppression flow calculations, facility energy analysis. Please confirm that these are the desire of the Air Force as they are not germane to the design of lightning protection for the buildings.
A7. Only work relevant to the design of a lighting protection system is desired for this project.
Q8. In Section 4 part 4.07 there are a list of attachments but they are not provided in the Solicitation. Can you please provide the following attachments?
4.07 ATTACHMENTS:
A. Eielson AFB Division I Specifications (12 specifications) B. AF Form 66 C. AF Form 103 D. List of Facilities
| A8. Attachment A – EAFB Division I Specifications will be provided to the contractor chosen for negotiations. |
| Attachment B – AF Form 66 is created by the A-E company and provided to the Government. The template will be provided to the contractor chosen for negotiations. |
| Attachment C – AF Form 103 is the Base Work Request and will be provided to the contractor chosen for negotiations. |
| Attachment D – List of Facilities will be provided to the contractor chosen for negotiations. A site visit will be arranged for the selected contractor to visit all of the facilities. |
Q9. Please clarify how many projects should be listed for experience? 5 or 10?
A9. Paragraph b.2.c of the Evaluation Criteria states that “All example projects must have been completed within the past five (5) years from the date of this synopsis”. Project submission should be information for any projects during the specified period.
Q10. Is it your intent to have A-E Investigation Services for FTQW06-2467 Install Nose Dock 7 Fire Suppression System in Building 1232 as part of the scope of this project as indicated on page 7 of 19 in the Statement of Work?
