About this file

This justification document outlines a proposed sole source award for a cyber tool suite and modernization contract. The General Services Administration Federal Acquisition Service Assisted Acquisition Services Federal Systems Integration and Management Center intends to award a cost plus fixed fee contract to an incumbent vendor for one base period of 12 months and one option period of 12 months. The contract value is estimated at $67.1 million.

The contract will leverage the vendor's existing technologies developed under prior SBIR awards including readiness assessment, metrics analysis, logistics modeling, spacecraft assembly tools, integrated cost estimation, and shipbuilding affordability software. Requirements will be defined through technical direction letters specifying individual project scopes of work and tracing tasks back to relevant SBIR contracts. The vendor's previous successful SBIR Phase I, II, and III awards make them uniquely qualified for this Phase III effort to enhance various military decision support processes across acquisition, testing, sustainment and more.

3. Description of Supplies/Services Required to Meet Agency’s Needs:

The DoD has the need for a comprehensive suite of computer automated tools coupled with engineering and support services to enhance critical decision making support processes across a wide range of military domains such as weapon systems acquisition, testing, and sustainment throughout the product life cycle. This need encompasses modernization, operational readiness/effectiveness, deployment planning, safety, and integration of the military’s expanding and ever changing missions. This contract will support the identification of decision support technology needs and leverage FTI’s existing SBIR Phase I and II technologies to fill existing gaps within research and development, operations, and sustainment aspects of the whole life cycle decision trade-space. The technology will expand the analysis capabilities to support decisions tied to robust data sets and modeling techniques. It is planned that overarching requirements will be established at the contract level and further refined technical requirements for individual client v2 3 July 13, 2020 projects will be defined via technical direction letters (TDL). Each TDL will specify the project scope of work as it relates to section C of the final contract and the derived SBIR technologies involved. Each TDL will also include a crosswalk that will ensure that each task can be traced back to the corresponding Phase I or Phase II SBIR contract award to confirm that tasks derive/extend from the corresponding FTI SBIR Phase I and IIs.

The candidate FTI SBIR technology will be chosen from the following set of SBIR Topic Numbers and developed technologies:

● SBIR Topic Number: A06-035: The Readiness Assessment Engine (RAE)– This technology helps to determine how mature a program or system is in various stages of development or production.

● SBIR Topic Number: OSD07-CR4: The Metrics Progress Analysis Engine (MPAE) – identifies performance metrics and tracks trends related to systems or programs.

● SBIR Topic Number: AF06-016: The Logistics Composite Model (LCOM). This technology provides an important assessment capability to ensure operations and support data from all sources can be integrated and used to understand weapon system performance and affordability for logistics-support options. The Integrated Sustainment and Wargaming Analysis Toolkit (ISWAT) visualizes past, current, and projected air and sustainment operations, as well as logistics resources availability and usage.

● SBIR Topic Number: MDA-09-021: Improvements in Spacecraft Assembly, Integration and Testing. This technology will use FTI’s innovative Extensible, Load Adaptive Processing System (ELAPS) software as a foundation for the objective of improving the efficiency of the Missile Defense Agency’s (MDA) AI & T efforts for OPIR sensors. The ELAPS technology allows for processing optimization for robust decision making.

● SBIR Topic Number: N05-039: Integrated Cost as an Independent Variable (I-CAIV)– automation to prioritize acquisition and operational needs and Integrated Cost Estimation (ICE) – automation to understand the potential investments and savings. These are technologies for Shipbuilding Affordability.

These demonstrate how Navy ship-system data sources can be integrated together within a structured desktop computer-tool to provide both insight and traceability from requirements analysis—to performance evaluation—to Life Cycle Cost (LCC). Although based on Navy data, these tools may also be applied to commercial shipbuilding.

The total estimated contract value is for $67,113,843.

4. Identification of Statutory Authority Permitting Other than Full and Open

Competition:

v2 4 July 13, 2020

41 U.S.C. 3304(a)(5) as implemented by FAR 6.302-5, Authorized or Required by Statute.

5. Demonstration that the Proposed Contractor’s Unique Qualifications or Nature of the

Acquisition Requires Use of Authority Cited:

The nature of the acquisition requires the use of the authority cited. The SBIR/STTR programs employ a phased process, uniform throughout the Federal Government, of soliciting proposals and awarding Funding Agreements for Research/Research and Development (R/R&D), production, services, or any combination, to meet stated agency needs or missions.

PHASE I: The objective of Phase I is to establish the technical merit, feasibility, and commercial potential of the proposed Research/Research and Development (R/R&D) efforts and to determine the quality of performance of the small business awardee organization prior to providing further Federal support in Phase II.

PHASE II: The objective of Phase II is to continue the R/R&D effort from the completed Phase I. Unless an exception applies, only SBIR/STTR Phase I Awardees are eligible to participate in Phase II.

The previously successful Phase I/II or III SBIR awards make FTI uniquely qualified as the Phase III awardee.

6. Description of the Efforts made to Ensure that Offers are Solicited from as many

Potential Sources as Practicable:

No other efforts were made to solicit other potential sources. In accordance with FAR 5.202(a)(7), the CO need not publicize proposed contract actions resulting from the acceptance of a proposal under the Small Business Innovation Development Act of 1982.

7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable:

The Contracting Officer will conduct proposal analysis in accordance with FAR Subparts 15.404-1 (Proposal Analysis Techniques) and 15.405 (Price Negotiation) to ensure that the final price is fair and reasonable.

This determination will be documented in the Award Decision Document, which will be included in the contract file.

8. A Description of the Market Research Conducted and the Results or a Statement of the

Reason Market Research was not Conducted:

FAR 10.001(a)(2) states that market research appropriate to the circumstances must be v2 5 July 13, 2020 conducted. SBIR Phase III procurements are such that the traditional market research to determine alternative sources are generally not applicable. The Government conducted market research to verify and determine that the proposed Phase III work derives from research, effort, and/or prototypes performed under Phase I and Phase II efforts by obtaining copies of the previous SBIR contracts, and obtaining verification from the previous entities of the Phase I and II awards. The Government also determined that FTI is available, capable, and willing to perform the work, and has completed Phase I and II SBIR awards with satisfactory performance (capability). Additionally, the Government queried the SBIR website and contractor registry to validate contractor’s previous SBIR awards.

9. Any Other Facts Supporting the Use of Other Than Full and Open Competition:

All other supporting factors have been described above.

10. A Listing of the Sources, if any, that Expressed, In Writing, An Interest in the

Acquisition:

To date, the Contracting Officer has not received any statements of interest regarding the proposed Sole Source effort, with the exception of the incumbent provided, FTI.

11. A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome Any

Barriers to Competition Before Any Subsequent Acquisition for the Supplies or Services Required:

The Government is not taking any additional action at this time. Any subsequent acquisitions for similar requirements will be required to follow the guidelines outlined in the SBA SBIR Program Directive as it relates to procuring items for commercialization of technologies and capabilities that are derived from, extend, or logically conclude efforts from prior SBIR awards.
