Statement of Work for A/E 2014 Cycle, Project FTFA 14-1003, Architect &Engineering Services Indefinite Delivery, Indefinite Quantity (IDIQ) Contract.
APPENDIX A
PERFORMANCE REQUIREMENTS FOR ARCHITECT-ENGINEER SERVICES
(TITLE I)
1. GENERAL. This Appendix A sets forth the general requirements for the performance of the various services required under the contract.
(A) The Architect-Engineer (A/E) shall perform all or part of the following Title I services as more specifically identified in each task orders:
(1) Obtain necessary permits, licenses, and approvals from local, State, and Federal authorities as are necessary for the performance of the A/E's services. Should it become necessary in the performance of the work and services for the A/E to secure the right of ingress and egress to perform any of the work on properties not owned by the Government, the A/E shall secure the consent of the owner, his representative, or agent prior to effecting entry on such property. In the event the owner requires the payment of any fee for a license to enter upon/or use such property the A/E, when so directed by the Contracting Officer, shall pay such fee and obtain a receipt therefore. The expenditures covering such fees shall constitute a reimbursable item under this contract, and the A/E, upon presentation of a voucher therefore duly supported by proper receipts attached thereto, shall be reimbursed for the full amount thereto.
(2) In accordance with all local, State and Federal regulations, asbestos removal and disposal shall be reflected in plans, specifications and cost estimates as necessary for the performance of the A/E services.
(3) Utilize Government designs, drawings, specifications, and standards for buildings and other structures as necessary to meet the requirements of the approved layout of the proposed project.
(4) Prepare, subject to the approval of the Contracting Officer, preliminary studies, sketches, and layout plans and reports including detail estimates of cost of the proposed project and of all structures, utilities, and appurtenances thereto. If more than four sets of such studies, sketches, plans or reports are needed, identify additional cost on proposal.
(5) Prosecute the various work features as described hereinafter in Appendix A, such work features being prosecuted to the extent set forth in individual work orders to be issued hereunder.
(6) During the project construction period, the A/E shall check all shop drawings, materials, fixtures, equipment, samples, plant materials, color schedules and required submittals submitted by Civil Engineering for action on such items in accordance with the determination of their conformity to the contract plans and specifications. When required by individual task orders. The A/E shall return acceptance/rejection recommendations to the Project Engineer within 5 working days of receipt.
(7) Provide express mail labels.
(8) Memoranda of all telephone conversations/meetings with governing environmental agencies will be provided. The A/E shall provide necessary environmental permit applications with complete supporting documentation and permitting procedures. This will include the necessary copies of the plans, specifications, design analyses, and other supporting documentation required to obtain permit approval. The A/E is required to contact the appropriate Federal, State and local and interstate pollution control agencies and verify the necessary procedures to obtain permits. In addition, where formal documents are required to be submitted, the A/E will prepare all permit application documents, fee check and provide all backup data and supportive documentation to a "ready-for-signature" condition. However, the owner signature block shall be left blank to be filled in by the Air Force. After review by the Air Force, the documents will be forwarded by the Air Force to the appropriate official for submission to the state. At preliminary design submittals, the following information shall be provided:
(a) Permitting authority.
(b) Type of permit required.
(c) Procedure and time necessary to complete the construction permit application.
(d) The amount of fee required.
(e) A statement of variances or a statement that permits are not required shall be provided. If variance is required, the procedures for obtaining the variance shall be provided. If a permit is not required, furnish reasons and supporting justifications.
(f) Final submittal: The A/E will provide the permit applications fee and supporting data.
(9) The A/E will receive written review comments of each design submittal. The A/E shall annotate the review comments with the action taken and shall be returned annotations to the Air Force within 10 days of receipt of review comments.
(10) The A/E shall prepare a written record of each site visit, meeting, or conference and shall furnish four copies of the written records within 5 working days. The written records shall include subject, names, and outline of discussion.
(11) Following final design submittal, the project will be advertised for bid. During the advertisement period as discrepancies, oversights, and omissions surface, the A/E will be required to prepare affected drawings and specifications for amendment. Similar changes may also be required to be performed during the construction period. Sample revision and amendments will be provided to the A/E as a guide in preparing amendments and revisions. The A/E must contact the Project Engineer for the sequenced revision number. Upon notification of a discrepancy, oversight, or omission, the A/E shall have 5 working days to prepare and submit an amendment or revision.
(12) During the course of advertisement and construction, Requests for Information (RFI) occur from the construction contractor. When answers are not readily available to the Project Engineer, the RFI will be forwarded to the A/E by the Project Engineer. The A/E shall provide answers to RFI's within 2 working day of receipt of the RFI.
(13) If required by the specific task order, the A/E shall prepare as-built based on marked up blue-line prints as prepared by the construction contractor. The as-built will be submitted in the same format as the original plans.
(14) If required by the specific task order, the A/E shall prepare documents for submission for Air Force design awards.
(15) All correspondence must include task order number, project number and title, and A/E contract number.
(16) The A/E shall be responsible for the professional quality, technical accuracy and coordination of the project design, including the project drawings and specifications, and other services furnished under the A/E contract. The A/E shall, without additional compensation, correct or revise errors or deficiencies in the project design, including the project drawings and specifications, and other services furnished under the A/E contract.
(17) The Government's review, approval, acceptance of, or payment for any of the services required under the A/E contract, shall not be construed as a waiver of any rights under the A/E contract or of any cause of action arising out of the performance of the A/E contract. The A/E shall be, and remain liable to the Government, in accordance with applicable law, for damages to the Government caused by the A/E's negligent performance of any of the services furnished under the A/E contract.
(18) Design errors or omissions, which result in damages or extra cost to the Government, will be evaluated for potential A/E financial liability. If the Government determines that the A/E is financially liable for a design deficiency, the A/E will be so advised by official correspondence.
(19) The preferred method of settlement of A/E financial liability is for the A/E to negotiate directly with the Contractor. Where the A/E cannot reach an agreement with the Construction Contractor or if the A/E declines to negotiate, 96 CEG will arrange settlement directly with the Contractor and will bill the A/E.
(20) During the course of advertisement, and technical evaluation review (TER) of contractor’s proposal, and when answers are not readily available to the Project Engineer, the proposal will be forwarded to the A/E by the Project Engineer for TER. The A/E shall provide technical answers to the proposal within 2 working days of receipt of the request.
2. ARCHITECT-ENGINEER SERVICES: The A/E under each task order shall perform all work required to accomplish the intent of such task order and, unless otherwise specifically provided therein, shall perform the required services in accordance with the requirements contained herein and using commercial grade products, materials, installation, and methods to current Department of Defense requisites, Air Force Requirements, International Building Codes, Federal Regulations, Environmental, and Eglin Air Force Base Architectural and Design Compatibility Standards:
(A) Studies and Reports.
(1) Investigations: All field and office work as required to accomplish specific studies shall be performed.
(2) Drawings and Sketches: Drawings and sketches shall be prepared as required to present the details and results of the study. Drawings and sketches shall be submitted in a version of AutoCAD that is coordinated with 96 CEG drafting section at time of submission.
(3) Cost Estimates: Required detailed estimates of cost shall be prepared for any indicated components or features of the project and for the project as a whole. Estimates shall be based upon current material and labor cost, and shall be in sufficient detail as will permit analysis of the adequacy of the estimates. Estimates shall not contain lump sums which cannot be broken down. Detailed cost estimates need to be organized to cover the main divisions under the Unified Facilities Guide Specification (UFGS) format and will represent an accurate cost for each applicable division of work with quantity or costing and measures takeoff.
(4) Reports: Reports shall present the following:
(a) Discussion of the study and investigation.
(b) Description of all plans and schemes considered for obtaining the desired end results of the study.
(c) All drawings and sketches required to present and illustrate the details and result of the study.
(d) Required estimates of construction costs, including comparative costs for indicated alternate plans and schemes.
(e) Results, conclusions, and recommendations.
(f) Reports shall be submitted on disk in Microsoft Word 2007 format and in hard copy.
(B) Preliminary Designs and Site Plans.
(1) General.
(a) Prepare preliminary designs based upon the project criteria and instructions. Preliminary designs are required for all features of the project, including the sitting of facilities, except as noted in subparagraph (c) below.
(b) Preliminary designs shall be submitted as 1/2 size drawings. Full scale line drawings shall be prepared at contract plan scale on 28"x40" sheets in sufficient detail to show adequacy of design, the utilization of the item involved, and conformance of the design with the intent of the project as set forth in the instructions.
(c) For facilities involving site adaptation of available plans, preliminary designs are not required for any construction feature that will be incorporated in the project without change from the design shown on the basic plans. If a project criterion requires modifications to the superstructure, preliminary designs are required for the modifications only.
(2) Site Plans.
(a) General. Prepare and submit site plans showing the location of each proposed building and facility, critical grades, contours, drainage and relation of buildings and facilities to existing buildings, facilities, street system, above and underground utilities, entrances and finished grades. Present grades shall be indicated. Cultural features shall be indicated. At locations where survey control (coordinate systems of base lines) has been established, buildings and facilities shall be tied in to such control as directed by the Contracting Officer. Logs of subsurface explorations shall be shown.
(3) Preliminary Designs for Buildings and Structures, Additions and Alterations (See subparagraph (1) (c) for applicability to site adaptation projects). Preliminary designs shall be two-line drawings showing floor plans, elevations, and locations of principal items of installed equipment in accordance with the following:
(a) All required controlling dimensions shall be clearly indicated.
(b) Floor plans with dimensions and functional arrangement of all areas, including corridors, exits, stairs, and utility spaces properly related to exterior access, roads, parking and service areas, etc. Individual treatment shall be given items involving special design and/or deviations from accepted standards and of complex design. Cross-floor areas shall be shown for each floor and for the entire building. Floor and roof framing and loadings shall be indicated. Built-in, installed, and specialized portable equipment shall be indicated to scale. Pertinent information regarding fire prevention and safety requirements shall be shown. Design live and wind loads shall be shown.
(c) Elevations shall include story heights, fenestration, and adaptation to finished grades at the site.
(d) Sections of structures, including framing, partitions, suspended ceilings (if any), ducts, etc., shall be shown.
(e) Typical wall sections shall be shown at a scale of no less than 3/4-inch = 1 foot. Sections shall include material and thickness, methods of attachment, and type of windows, with relation thereof to supporting structural columns or walls.
(f) For Heating, Ventilation and Air Conditioning (HVAC), mechanical ventilation, and plumbing, and special mechanical features such as elevators, hoists, kitchen equipment, flight simulators, etc., indicate the location, capacity and space requirements of all major items of mechanical equipment. Indication of sizes and riser diagrams of ducts, pipes, and equipment and their approximate location shall also be shown. Indication shall be made as to whether piping and ductwork is exposed or concealed. Functional areas where pipes are exposed shall be delineated. Accurate operating range or capacity for heating, ventilation, air conditioning and refrigeration equipment shall be clearly stated.
(g) For electrical systems, indicate typical lighting arrangements, types of fixtures proposed, general light intensities, special electrical requirements of the Using Services, including communications and electronic facilities where applicable, light and power service entrance and distribution arrangement. Conduits, including those to be wired by others, shall be shown together with indication as to whether conduits are exposed. Functional areas having exposed conduits shall be delineated. Riser diagrams, showing service equipment, feeders, and panels, other than branch circuits shall be shown. Cable sizes, current demand factors, and the switch panel board descriptions are not required. Location, capacity, and space requirements of all major items of equipment shall be shown including interior substations service equipment and panels. Power, communication, and electrical features will be indicated in sufficient detail to identify requirements clearly and to indicate the means of satisfying the requirements.
(h) Separate lists of all Contractor-furnished equipment, all Government-furnished equipment to be installed by the Contractor, and equipment furnished and installed by the Government.
(4) Preliminary Designs for Utilities, Site Improvements, and Similar Construction: Preliminary designs shall be drawings showing the layouts and preliminary design of all facilities and appurtenances and the location of all facilities served. General layouts for this type of construction shall be shown on the site plans described in subparagraph (2) above. Detailed preliminary designs shall be prepared, as separate drawings if necessary, showing the following:
(a) All required controlling dimensions, clearly indicated.
(b) Layouts sufficiently detailed to show the system and design proposed. Details shall include necessary plans, elevations, and sections of special features. Capacities or sizes, subject to later revision, of major features and items of equipment shall be indicated. Types of materials shall be indicated.
(c) Grading and typical section of all project areas.
(d) Profiles of pipe lines.
(e) Drainage features.
(5) Preliminary Designs for Roads, Walks, Open Storage, Parking Areas, and Similar Construction. Preliminary designs shall be drawings showing the layouts and preliminary design of all facilities and appurtenances and the location of all facilities served. Detail preliminary designs shall be prepared, as separate drawing if necessary, showing the following:
(a) All required controlling dimensions, clearly indicated.
(b) Transverse cross sections of all roads, walks, and open storage areas, depicting the depth and type of sub-base, bases, and pavement courses.
(c) Layout and profile of each individual road and street, including drainage systems and structures, together with location and results of all soil investigations. Buildings and other features, controlling grades, and dimension of roads shall be shown on these plans.
(d) Layout, existing and finished contours of all parking areas and open storage areas, together with adjacent and contiguous buildings and other structures, including drainage system and structures, and location and results of all soil investigations.
(e) Layout of all typical street intersections, culverts, and major drainage structures.
(f) Necessary plans, elevations, and sections of special features.
(6) Coordination with Outline Specifications: Preliminary drawings shall be coordinated with the outline specifications to clearly indicate type and sizes of materials, utilities, etc., and specifically to list "separately all Contractor-furnished equipment and all Government-furnished equipment to be installed by the Contractor.
(7) Submission. Ten copies of the preliminary designs shall be submitted, at one half sizes, as black line prints.
(C) Basis-of-Design.
(1) General: Prepare and submit, for original designs to be accomplished by A/E, a Basis-of Design showing typical analysis for basic parts of the project, including structural, mechanical, and electrical features and each utility, and stating all loadings, hydraulic computations including computations for deluge sprinkler systems, criteria, factors, assumptions and codes on which the design is to be based. Where applicable, the Basis-of-Design shall include the planned utilization, relocation, or removal of existing facilities. Basis-of-Design shall include, but not be limited to, and specific features set forth in Appendix C.
(2) Submission: Four copies of each Basis-of-Design shall be submitted.
(D) Outline Specifications.
(1) Prepare outline specifications covering all contemplated construction materials and equipment to be incorporated in the project as the result of original designs by the A/E. Outline specifications for Air Force projects shall be based upon the CSI format using alpha-numeric number system for paragraph.
(2) Outline specifications shall be coordinated with the requirements for Preliminary Design Drawings.
(3) Outline specifications for Air Force projects shall be prepared with the same format of Headings and sequence of material as utilized in the CSI format.
(4) Outline specifications shall present the following:
(a) Description of each of the facilities involved.
(b) Approximate capacities of the major mechanical items with a brief description their function and operation of the system.
(c) All data required for preliminary engineering and architectural analysis of the project that is not shown on the preliminary drawings or included in the Basis-of-Design.
(d) List of any Contractor's Options to be incorporated in the project design.
(e) Ten copies of the outline specifications shall be submitted.
(E) Preliminary Cost Estimates. Preliminary cost estimates shall be based on contract drawings completed to the percentage established in the work order and other designated data. The estimates shall be accurate and realistic, reflecting current prices for work and materials, and taking into account probable labor shortages that may occur because of other known proposed projects in the area. Each major item shall further be broken down into component units of labor and materials with the quantity and cost of each unit shown. Lump sum amounts for major items which cannot be readily analyzed will not be accepted. Preliminary cost estimates need to be organized to cover the main divisions under the Unified Facilities Guide Specification (UFGS) format and will represent an accurate cost for each applicable division of work with quantity or costing and measures takeoff. Four copies of preliminary cost estimates shall be submitted.
(F) Current Cost Estimates.
(1) General: Current cost estimates shall be based upon the completed contract drawings and draft specifications.
(2) Construction Costs: The estimates shall be accurate and realistic, reflecting current prices for work and materials, and taking into account probable labor shortages that may occur because of other known proposed projects in the area. Each major item shall be further broken down into component units of labor and materials with the quantity and cost of each unit shown. Lump sum amounts for major items which cannot be readily analyzed will not accepted. Current cost estimates shall present separate costs for each line item, broken down into costs for individual buildings, and facilities. Cost estimates need to be organized to cover the main divisions under the Unified Facilities Guide Specification (UFGS) format and will represent an accurate cost for each applicable division of work with quantity or costing and measures takeoff.
(3) Submission. Current cost estimates shall be submitted concurrently with the associated contract drawings and specifications. Four copies of each estimate shall be submitted.
(G) Final Design.
(1) Accomplish the final detailed design of the project complete with all component/parts/appurtenances. The final designs shall be based upon the project criteria and where furnished or required, upon approved preliminary design. The final designs shall be within the approved preliminary cost estimate, as applicable to the project involved.
(2) For structures involving site adaptation of plans, the final design shall be for all modifications, additions, and appurtenances required to adapt the design of, structures as shown on the plans to local site conditions.
(H) Final Design Analysis: Prepare and submit design analysis for all original designs prepared by the Architect- Engineer, comprising statements of all criteria, loads, factors, assumptions and codes used in the final design, diagrams and charts developed in connection with designs, and the computations made thereon. The A&E for all disciplines shall provide manufactures cut sheets of all equipment, fixtures, hardware, materials, and finishes that are specified and shall be provided at the 95% submittal and shall be bound and submitted at the 100% submittal to be included with the Design Analysis. Design analysis for airfield pavements shall be prepared strictly in accordance with the format furnished by the Contracting Officer. Four copies of the design analysis shall be submitted.
(I) Contract Drawings: Prepare complete detailed drawings for use in the contract construction of the project. Final design drawings shall be submitted in a version of AutoCAD that is coordinated with 96 CEG drafting section at time of submission. The final design DWG files shall have no reference files attached as all shall be bound into the file to make one AutoCAD DWG file, which also shall be purged and created with standard AutoCAD pen table. Scaled drawings should provide a bar scale and shall be in feet not meters. Contractor shall provide 1 hard copy of final design on Mylar on an Arch D sheet size and 2 CD’s in AutoCAD and PDF format. Label computer disk to include project number and title, and each computer disk shall be pled in a hard plastic cover box protector jewel case. The scale shall be as approved by the Contracting Officer. The coordinates or ties to base lines of at least two adjacent corners of each building and structure and of principal points on utility lines, roads, railroads, pavement and similar construction features shall be shown on the drawings. The contract drawings shall be prepared for the entire project designed under the contract and shall provide for the solicitation of bids and award of construction contracts in accordance with the provisions of the contract specifications. The AutoCAD format shall be set up w/each sheet having an individual file name. The file name will consist of the drawing followed by Z**. The "**" is the sheet number.
(1)AutoCAD drawings shall have correct geometry:
(a) Segmented lines and arcs are to be made continuous and free of self overlapping sections, thus decreasing files size and increasing efficiency within the AutoCAD platform.
(b) All AutoCAD data shall be free of topological errors such as slivers, undershoots, overshoots dangles, overlaps, intersections, etc.
(c) Area features such as building footprints, parking lots, roadways, and airfield pavements shall be true polyline polygons. Adjacent polygons shall not have gaps or overlaps.
(2)AutoCAD drawings shall be checked for correct spatial projection to one of the following:
(a) North American Datum 1983 Florida State Plane North FIPS 0903 Feet (AutoCAD Code FL83-NF)
(b) Universal Transverse Mercator 1984, Zone 16 North (AutoCAD Code UTM84-16N)
(3) Any Building Information Models (BIM) developed for a project shall be supplied in a Model Archive as part of the final design submittal consisting of two sets of files:
(a) The first set shall be a collection of individual Models as received from the Model Element Author(s).
(b) The second set of files shall consist of the aggregate of those individual Models in a format suitable for archiving and viewing. The aggregate model shall also be submitted in a DWG file format.
(J) Contract Specifications:
(1) Prepare complete specifications for the contract construction of the entire project. The contract specifications shall be prepared in a single Statement of Work, Special Conditions, and Technical Provisions and a list of Bid Items and Quantities for the project involved. The intent is to prepare complete specifications in such a manner that the project construction included in specification volume may be readily advertised for bids and contracted for as a whole or in parts. The Project Engineer shall be consulted in developing the bid items. Bid items shall be developed so that the total construction costs of line items may be determined.
(2) The Contracting Officer will furnish the basic standards necessary for use in preparation of the Special Conditions and the format to be used in preparing the Statement of Work.
(3) The Technical Provisions shall comprise a master technical specification covering all items of work common to all line items included under the work order and shall be prepared with separate sections covering the various trades and work classification. The sequence of material shall be in the same order as that used in CSI guide specifications in the work order.
(4) Four bound copies of the final specification, including complete technical provisions, shall be submitted. Specifications shall be typed on 8 ½” x 11” paper for Government reproduction. Specifications must also be submitted on disk using Microsoft Word 2007 format.
(5) Contractor's Approval and Test Schedule: A Schedule of Construction Contractor's Approvals and Test shall be prepared listing all shop drawings, samples, materials, fixtures, equipment, plant materials and color schedules to be submitted and all tests to be performed by the Construction Contractor in accordance with the contract specifications. Each item listed shall be referenced to the paragraph in the contract specifications which requires the contractor's action thereon. The schedule shall be submitted in quadruplicate at the time of submission of final contract specifications.
(K) Quantity Surveys and Cost Estimates:
(1) Quantity Surveys: Quantity surveys shall present separate quantities for each line broken down into individual buildings, facilities, and components thereof, as directed by the Contracting Officer. The quantity surveys shall be broken down into component units of work, materials and equipment together with the amounts of the same, in accordance with a breakdown approved by the Contracting Officer. Quantity surveys shall be in sufficient detail to permit proper Government review and. shall not include lump sum items which cannot be readily analyzed. The quantity survey for each building shall also contain a list of the square foot areas by floors and cubages for the buildings, computed in accordance with Government procedure.
(2) Cost Estimates: The quantity surveys shall be priced with unit cost for labor, materials, and equipment, presented separately, currently prevailing in the vicinity of the project and reflecting anticipated labor conditions due to other work in progress or contemplated in the near future. Pricing of quantity surveys shall include the pricing of square foot areas and components and for the components and for the project as a whole shall be computed. The quantity surveys and cost estimates shall be submitted in quadruplicate.
(3) Classification: The estimates of cost will be utilized in preparing Government estimates for evaluating bids and as such will become confidential material for official use only. Such material cannot be divulged to other than accredited Government personnel. In the event that the A/E intends to employ parties other than his own staff in preparing cost estimates, written approval of the Contracting Officer of such parties will be required. The government will not grant approval of construction contractors or subcontractors, or any employee of the same, unless assurances are submitted that the Contracting Firm will keep the cost estimates confidential and will not later submit a bid or sub-bid on the construction contract. Quantity surveys and cost estimates shall remain the sole property of the Government and shall not be made available to others for any purpose. The sale of takeoffs of quantities and costs to prospective bidders by estimators is prohibited. (These conditions shall also apply to all types of cost estimates prepared under this contract).
(4) Engineering Advice During Construction Period: Furnish, during the project construction period, such engineering advice in connection with the design as may be requested by the Contracting Officer.
3. GENERAL TECHNICAL DEFINITIONS AND INSTRUCTIONS. The following technical definitions and instructions are applicable to individual work orders involving delineated work unless otherwise provided in specific work orders.
(A) Utilities.
(1) Definition: The term "utilities" shall be construed to mean all interior and exterior utilities, such as water, gas, sewer, drainage, seam, high-temperature hot water, electricity, telephone, and other similar systems.
(2) Work Under This Contract: Under each work order, shall include the design (preliminary and/or final as required) of all interior and exterior utilities required to support the project, the design (preliminary and/or final) of any required protection of any existing utilities which will be affected by construction of other work assigned under this contract and of any required relocation or modification of any Federally owned existing utilities which will be affected.
(3) Limitations:
(a) Pipe Lines: Design of utility pipe lines shall include all portions within structures and between structures and the principal main, including any necessary extensions of the principal mains to the vicinity of the structure served, except that for central heat distribution systems, the design shall include the interior heating system of the structure to be heated and such connection to the heat distribution systems as described in the specific work order involved.
(b) Electrical System: Design of electrical systems shall include all portions within structures, including service entrance and weather head, or the source of power for each structure involved, as provided in specific project criteria.
(c) Equipment and Appurtenances: Design of all utility systems shall include all equipment, accessories, and appurtenances required for the proper functioning of the system involved.
(d) Connections to Existing Utility Systems: The Contracting Officer will designate the points at which connections are to be made to any existing utility system. Where alternate sources are designated for any single utility, the A/E shall make an engineering determination of the most feasible and economical source to be utilized and design the connection thereto.
(4) Field Reconnaissance: The Contracting Officer will furnish all available data pertaining to all utility lines known to exist at and in the immediate vicinity of the project site. The A/E shall verify by field reconnaissance the current location of all such utility lines and of any additional utility lines. In the event that field reconnaissance reveals any conditions differing from the Government-furnished data, the A/E shall advise the Contracting Officer in writing at the earliest practicable date. The Contracting Officer will review, in respect to such report, the designated utility connections for possible re-designation thereof.
(B) Site Improvements:
(1) Definition: The term "site improvement" shall be construed to mean all grading, top soiling, seeding, planting, roads, walks, access drives, parking areas, hardstands, fencing, and similar features.
(2) Work Under This Contract:
(a) Work under each task order shall include the design (preliminary and/or final as required) of all site improvements required to develop the site or sites for the intended use thereof. Site improvements shall blend with and properly join existing improvements in adjacent areas.
(b) In the event that construction designed under a work order will affect any existing site improvements, design under that work order shall also provide for any required protection, repair, or replacement of such existing improvements that will result from the construction.
(C) Color Schedule:
(1) Standard. Color schedules shall be based on Federal Standard 595.
(2) Basic Schedule: A basic schedule of colors to be used in interior and exterior color schemes will be furnished by the Government, or shall be developed by the A/E and submitted for approval, as directed by the Contracting Officer, as indicated in specific work orders or criteria pertaining thereto.
(3) Detail Schedule: The A/E shall develop a detail schedule of all colors for all surfaces and finishes, i.e., painted surfaces, floor coverings, tile, counter tops, etc. The detail schedule shall be based on the basic schedule and shall be incorporated in the contract drawings and specifications.
(4) Color Boards: Two original Copies of color samples shall be provided on 8-1/2” x 11” boards at the 95% submittal.
(D) Equipment Installation Layouts:
(1) Contract drawings shall include single line plans showing the layout and arrangement of all mechanical equipment rooms and spaces in which building service equipment (heating, ventilating, plumbing, electrical, air conditioning, etc.) is to be installed. Plans shall be drawn at scales of 1/4 or 3/8 inch = 1 foot and shall show all equipment at true size and 1ocation together with all utility lines and connections with walls, ceilings, floors, doors, and windows. Sections shall be also included as necessary to properly delineate the equipment arrangement and the accessibility thereof for operation and maintenance.
(E) Revision of Specifications to be Utilized in Preparation of Contract Specifications:
(1) Specifications, other than CSI Guide Specification, furnished by the Government as the basis of preparation of contract specifications, shall be checked with the current issues of applicable CSI Guide specifications and revised as necessary to conform therewith.
(F) Design of Additions and Modifications to Existing Facilities:
(1) General: The design of additions and/or modifications to existing facilities shall include all changes to the existing construction, utility systems and site improvements as required to provide for the proper connection between existing and new construction and to make the modified or altered facility completely operable for its intended use. Where necessary, existing interior and exterior utility systems and services shall be resized as required to provide for loads imposed by the new work. New construction, within limitations of current criteria shall match existing construction. Contract drawings and specification prepared hereunder shall provide for all required modifications and extensions to existing construction, utilities, and site improvements.
(2) Verification of Existing Site Conditions: The A/E shall visit the project site only after making arrangements with the project manager, who will make an appointment with customer. Upon request of the A/E, the Government will furnish available as-built or construction drawings pertinent to the facilities involved. Such drawings, however, are not warranted to show presently existing conditions at the site. The A/E, therefore, shall verify in the field all data shown on such drawings as necessary for accomplishment of his work and shall obtain all other data as required to insure the complete and proper design of the project. Site investigations made by the A/E shall identify all special conditions and dimensions that might affect and/or be affected by the proposed work. Whether for a new project or a renovation, all field investigation shall be thorough and detailed to ensure accurate representation of existing conditions. The A/E shall NOT rely solely on existing information, such as utility or record drawings, for the new design, but shall verify all critical existing information.
(G) Fire Protection: The A/E shall have on staff or retain the services of a registered Fire Protection Engineer that meets the services and qualifications of Fire Protection Engineer listed in paragraph 1-5 of the UFC-600-01. The engineer must be directly involved in the design and review of all fire protection systems, life safety features and construction criteria for the project. Fire protection features conforming to requirements contained in current Air Force Manual 88-15, Installation Engineer Criteria Memoranda, and Engineering Manuals for Military Construction shall be included in preliminary drawings and/or outline specifications. Furthermore, the engineer shall review the 100% submission of plans and specifications and certify in writing that the design is in compliance with all applicable criteria as indicated in UFC 3-600-01 & NFPA codes. See Appendix C; paragraph VII.7 for information to be furnished.
(H) Fire Protection Water Flow Test: The A/E shall perform a water flow test(s) on the existing water supply system(s) in order to determine the adequacy of the available water supply for the expected demands. Testing shall be performed in accordance with NFPA 13 Chapter 7, "Water Supplies". The findings shall be submitted in a format similar to that of NFPA-13, Chapter 6, "Hydraulic Graph". Sketches shall be provided to show location of test hydrants, water distribution system, building location, etc. The Fire protection Water Flow Test Report shall be provided with the submittals identified in the task order.
(I) If required, the A/E shall prepare a comprehensive interior design in accordance with the format to be provided by the Contracting Officer.
4. COORDINATION AND PROSECUTION OF WORK.
(A) During the prosecution of the work under each work order, the A/E shall keep in close liaison with the Project Engineer. All A/E scope changes requests made by the Customer and/or any other Base agencies shall be referred to the Project Engineer for action by the Contracting Officer. The A/E is reminded that A/E contract responsibility is directly to 96 CEG and at no time shall changes in the scope be made at the direction of an Activity or Customer. During the progress of the work, the A/E may expect minor changes in design criteria and shall make necessary adjustments in the design accordingly. Where changes to the scope of work are required, the A/E will be authorized in writing, and the Contracting Officer will make appropriate modifications to the A/E contract.
(B) All work shall be in accordance with the engineering instructions, directives, guided specifications, drawings, technical manuals, engineering technical letters, UFC, IBC, and other instructions furnished by Base Civil Engineering. The A/E is responsible to identify all requirement and criteria required for a complete design and have in possession a copy of the documents for reference.
(C) The design of each project shall be the most economical with necessary consideration being given to the most efficient utilization of all materials consistent with the design criteria. The A/E shall be responsible for the best engineering solution which provides a complete and usable facility within the "Design-To Cost" and/or any statutory square footage or square meter and cost limitations as set forth in the authorizing AF Form 1391. The A/E shall immediately notify the project engineer, in writing, if established cost limitations appear to be inadequate to accomplish the project scope.
(D) Where not expressly specified, drawing scales shall be as approved by the Contracting Officer.
(E) All engineering manuals, guide specifications, and other data furnished by the Government as designated by the Contracting Officer shall be returned to the Contracting Officer within 5 calendar days after the date of acceptance of the work to be accomplished under the applicable work order.
(F) After submission of the contract plans and specifications and the quantity surveys and cost estimates, the A/E shall make any corrections thereto as may be necessary because of errors or omissions, including the preparation of addenda during the bidding period that may be required as a result of such deficiencies.
(G) The A/E shall perform all travel to the sites of work as may be required to accomplish the work under the orders, except as may be otherwise specifically provided in the delivery orders.
(H) The A/E's fee shall include the cost of all engineering, special studies, and consultant services, and laboratory work required to accomplish the work under the delivery orders, except as may be otherwise specifically provided in the delivery orders.
(I) The Government will furnish the general sitting of all facilities to be designed hereunder.
(J) The target construction cost set forth in a delivery order is the amount of funds estimated for the construction of the project involved.
(1) Every effort is to be exerted to develop a design within the project criteria and instructions so that the project may be constructed within the target cost.
(2) If, as the work progresses, it is determined that the project cannot be constructed within the target construction cost or subsequently approved preliminary cost estimates, the Contracting Officer shall be so advised, and the A/E will be instructed as to the action to be taken.
(K) Estimates of construction cost shall be prepared in accordance with proposed bidding schedules, except as otherwise noted in plans and specifications furnished for use in connection with this project.
(L) The A/E shall advise the Contracting Officer of any discrepancies, ambiguities, and lack of clarity noted in plans and specifications, furnished for use in connection with this project.
(M) All buildings and facilities to be designed under this contract shall be tied in, as directed by the Contracting Officer, to the coordinate system or to the base lines established at the sites of work.
(N) The time required by the Government to review submissions made by the A/E under this contract will vary. The review periods established in the completion schedules set forth in work orders are the maximum anticipated periods required. Every effort will be made to accomplish reviews within shorter periods.
(O) All estimates of cost shall be transmitted to the Contracting Officer in envelopes stamped. "FOR OFFICIAL USE ONLY".
(P) All letters, reports, plans, sketches, specifications, estimates, computation sheets, and other documents prepared by the A/E shall be marked to identify the project under a work order classified "FOR OFFICIAL USE ONLY" shall also be plainly marked, "FOR OFFICIAL USE ONLY" until otherwise directed by the Contracting Officer.
5. CONTRACTOR MANPOWER REPORTING:
A. The Architect-Engineering firm shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Department of the Air Force, AFTC/PZIOC via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
B. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October* of each calendar year. Contractors may direct questions to the CMRA help desk.”
C. CONTRACTOR MANPOWER REPORTING INFORMATION:
1. *Reporting Period: Contractors are required to input data by 31 October of each year.
2. Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
3. User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
APPENDIX B
PERFORMANCE REQUIREMENTS FOR ARCHITECT-ENGINEER SERVICES
(TITLE II)
1. SCOPE OF WORK: The Architect-Engineer (A/E) shall perform all services required for surveillance and inspection during the progress of construction up to the completion and final acceptance of the project or for such time period as specified in the contract documents, in accordance with the requirements of these specifications.
2. GENERAL: The Contracting Officer will have overall jurisdiction for surveillance, inspection and administration during the construction of the project. For each construction project the Base Civil Engineer will appoint a Project Manager to act as a representative of the Contracting Officer. The Project Manager will serve as the government point of contact for the A/E on all matters relating to the inspection of the construction project.
3. ARCHITECT-ENGINEER PERSONNEL-PROJECT REPRESENTATIVE: The A/E shall designate and assign a project representative and an alternate representative whose duty and responsibility is to inspect the construction work in progress and to determine if the work is properly executed in conformance with the drawings and specifications. The project representative shall visit the job site at least once each day, or more than once if the work being performed is of such nature that more frequent visits are required to adequately inspect the work. As required, fully qualified personnel will be used for inspection of structural, electrical and mechanical system. The personnel shall be capable of reading contract drawings and specifications and shall have a minimum of three years experience as construction inspector on similar construction projects or other experience acceptable to the Contracting Officer. The A/E shall submit for approval the name of the project representatives and alternate in writing to the Contracting Officer prior to the pre-performance conference.
4. SPECIFIC DUTIES: The A/E project representative shall perform the following services:
(a) Review drawings and specifications for familiarization with the construction contract requirements.
(b) Provide an interpretation and clarification of the intent of the drawings and specification for the Contracting Officer as necessary.
(c) Attend conferences pertaining to construction project as required and directed by the Contracting Officer. Attendance at the pre-performance conference is mandatory.
(d) Observe the construction schedule and conditions which may delay construction completion and make recommendations to the Contracting Officer concerning contract time extensions.
(e) Maintain progress reports weekly utilizing AF Form 3065, Contract Progress Report, and submit to the Contracting Officer as required.
(f) Observe tests performed at the project site as required by contract documents, maintain records and report on such test results and procedures. Written results of all required tests shall be provided to the Project Manager within 3 days of test completion.
(g) Monthly, provide 2 copies of all electronic color photographs that are required to accurately and completely reflect the progress of all key elements of the construction. Photographs shall be dated and contain the contract number, project title, and a brief description of the contents of the picture.
(h) Maintain records and files of correspondence, site conference reports, shop drawings, addenda, modifications, and supplementary drawings issued subsequent to award of contract.
