Contractors must hold a Bachelor of Arts degree from an accredited college or university with a major in religious studies, education, or related studies, and must be a member in good standing with a recognized faith-based community supported by a letter of reference from a religious leader. Work or volunteer experience in a correctional setting is preferred but not required. Contractors will organize and oversee interactive sessions covering core curriculum topics of the Residential Life Connections Program while working closely with the Program Manager and program staff. The successful contractor must attend the Institution Familiarization Orientation program prior to assuming duties, with reimbursement at the contract rate prorated hourly. Monthly billing statements must accurately document visit dates, session counts, and amounts due. The contractor will have frequent and unsupervised contact with adults in custody, must maintain professional relationships, comply with all institutional security regulations, sign in and out daily, and wear an issued badge for identification. All supplies and materials needed to perform services will be provided by FCI Fort Dix.

STATEMENT OF WORK

LIFE CONNECTIONS PROGRAM FACILITATOR & SPIRITUAL GUIDES

SUBJECT:

The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas intends to make a single award of an indefinite delivery requirements type contract with firm fixed pricing for the provision of Life Connection Program Spiritual Guide and Facilitator as prescribed below at the Federal Correctional Institution (FCI) located in Fort Dix, New Jersey. General Information regarding the BOP is located at www.bop.gov.

Services will be performed in the Religious Services Department

SCHEDULE:

This requirement is for one (1) Program Facilitator and (4) Spiritual Guides. A session is defined as one (1) hour. The Program Manager will determine any changes in the days or times.

The Program Facilitator shall provide up to 25 hours per week, or weekly classroom instructions as needed. A normal schedule of work will be Monday through Friday, five (5) hours per day, excluding Federal Holidays. This will include but not limited to organizing and overseeing interactive sessions with the core curriculum topics of the Residential Life Connection Program.

The Spiritual Guides will be expected to work with a broad variety of faith communities in the Life Connections Program Unit. The contractor shall provide up to 20 hours per week (per Spiritual Guide), or weekly classroom instructions as needed. A normal schedule of work will be Monday through Thursday, five (5) hours per day, excluding Federal Holidays. This will include but not limited to organizing and overseeing interactive sessions with the core curriculum topics of the Residential Life Connections Program.

EDUCATION AND EXPERIENCE:

The selected contractor must be a member in good standing with a recognized faith-based community along with a letter of reference from the Pastor, Imam, Spiritual Leader, etc.

The contractor must possess at a minimum, a Bachelor of Arts degree from an accredited college http://www.bop.gov/ or university with a major in religious studies, education, or related studies.

Work and/or volunteer experience in a correctional setting is preferred, although not required.

Areas of work experience may include, but are not limited to, experience in working with adults in a classroom environment or similar programs within a community setting where emphasis is placed on practical life skills.

DESCRIPTION OF DUTIES:

The contractor will work closely with the Program Manager and other program staff to assist in the development of the program and gauge the progress of the AIC participants. Although the contractor may subscribe to a Christian faith background, the contractor may work with participants who follow other faith traditions.

CONTRACTOR REQUIREMENT:

The successful contractor shall attend the Institution Familiarization Orientation program prior to assuming institution involvement. Reimbursement to the contractor for the time spent in the institution orientation or other specific security-related training will be at the contract rate, prorated hourly. The contractor will not be required to attend institution meetings; staff recalls or Government training sessions for institution staff on contract time or as consideration of the contract. The contractor may attend team meetings, and other meetings relating to the services to be provided by the terms of this contract.

The contractor will provide a monthly billing statement to the contract monitor that accurately reflects the days of each visit, the number of sessions for each visit, and the total dollar amount due for that month of services.

SUPPLIES AND EQUIPMENT:

Supplies that the contractor may need will be provided by the Federal Correctional Institution, Fort Dix located in Fort Dix, New Jersey. These supplies will normally include any materials needed to perform the services covered under this contract.

ADULT IN CUSTODY (AIC) MANAGEMENT:

Provision of services will require frequent and unsupervised contact with AICs. The contractor shall not be responsible for the management of any AICs, other than to ensure that the AIC involved within the contract’s scope of work abide by all rules to ensure their safety and well-being. The contractor may, at any time, be removed from the institution at the discretion of the CEO. The contractor is to constantly be aware of security and always maintain a professional relationship with AICs. Any violation of the institution’s rules and regulations is to be brought immediately to the attention of any Government employee employed at the institution. The contractor will be required to provide documentation to the COR, or designee, of any infractions of institutional rules and regulations by AICs for proper action.

INSTITUTION SECURITY:

The contractor shall agree to all regulations prescribed by the institution for the safety, custody, and conduct of AICs. The contractor will be required to sign in and out of the institution for accountability purposes. A badge will be issued and always worn for proper identification.
