PROGRAM: Flight School Training Support Services (FSTSS)

NOTICE TYPE: Special Notice, Draft Performance Work Statement (PWS)

BRIEF DESCRIPTION: On behalf of the U.S Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Product Lead Training Aids, Devices, Simulation and Simulators (TADSS) Support Operations (PL TSO)/Deputy Product Lead Turn Key Training Services (PdL TKTS), and the Army Contracting Command (ACC) Orlando, a synopsis is being issued accordance with the requirements of FAR Subpart 5.2 Synopses of Proposed Contract Actions. Market research has been performed and the Government anticipates soliciting the United States (U.S.) Army Aviation Center of Excellence’s (USAACE) Flight School Training Support Services (FSTSS) requirements as a full and open competition. The FSTSS is a rotary-wing aviation simulation services requirement for USAACE, that is anticipated to be competitively awarded using best-value with a long-term (12 year ordering period). The FSTSS is anticipated to be a Single Award, Firm-Fixed Price (FFP) Requirements contract with annual Award Term Incentives. The Government is soliciting feedback from Industry on the FSTSS Draft Performance Work Statement (PWS) and Draft Contract Data Requirements Lists (CDRLs), and encourages all potential bidders to submit questions and comments on all aspects of the Drafts. No hard copies of the Draft PWS or Draft CDRLs will be made available.

BACKGROUND: Ft. Rucker, AL is the home of the United States Army Aviation Center of Excellence (USAACE), which leads the Army’s Flight School XXI (FSXXI) program, the main training program for all Army rotary wing aviators. Nearly forty percent of flight training is conducted through the use of the advanced simulation devices found at Ft. Rucker’s contractor-owned helicopter simulations facility, the largest of its kind in the world. Currently, simulation services for FSXXI are provided under a long-term (19.5 year period of performance), contractor-provided simulation services contract. This contract provides simulation services for TH-67 and UH-72A Training Helicopter Virtual Simulators; UH-60A/L, UH-60M, and CH-47F Advanced Aircraft Virtual Simulators; and UH-60A/L, UH-60M, AH-64D, and CH47D Reconfigurable Collective Training Devices (RCTD). Additionally, it provides a training support/management oversight capability. Each simulator training device is owned, operated and maintained by the contractor. The number, type, functionality, fidelity and availability of the flight simulators meet the needs of student loads, training schedules, and individual/crew and collective training requirements prescribed by the USAACE.

PROGRAM REQUIREMENT: The FSTSS program will consist of contractor-provided training simulation services for high fidelity TH-1H, UH-72A, UH-60L, UH-60M, CH-47F and AH-64E Instrument and Operational Flight Training systems. An additional suite of medium fidelity RCTD with UH-60M, CH-47F and AH-64D/E capabilities will support the USAACE Professional Military Education (PME) courses. FSTSS will also include a training support/management oversight capability. All of the flight simulators will be owned, operated and maintained by the contractor. The number, type, functionality, fidelity and availability of the flight simulators is based on student through-put, training schedules, and individual/crew and collective training POI requirements prescribed by USAACE. The FSTSS contract will require:

a. State of the Art Visual Systems and Displays.

b. Operational Flight Program (OFP) Concurrency.

TH-1H, UH-72A

AH-64D

AH-64E
UH-60M
CH-47F

b. State of the Art Helmet Mounted Display for RCTDs.

c. Aviation Survivability Equipment (ASE).

d. Improved Data Modem.

e. OneSAF Concurrency (RCTD).

f. Unmanned Aerial Systems (UAS) Levels of Interoperability (LOI) 1 thru 4:

(1) LOI 1 is indirect receipt of UAS payload data.

(2) LOI 2 is when the pilot has direct receipt of UAS payload data and is in direct communication with the UAS.

(3) LOI 3 is where the Apache pilot can actually fire a UAS missile.
(4) LOI 4 turns flight control of the UAS over to the Apache pilot.

g. Air Traffic Controller training services.

The FSTSS contract must be ready for training (RFT) no later than (NLT) 1 APR 2023. Services must be provided within a ten mile radius of Ft. Rucker, AL, to minimize interruptions to daily training schedules; and must be available Monday-Friday 0600-2359 daily; including an ability to support training surge requirements of ten percent - with provisions to support weekend (Saturday/Sunday) services availability for 20 weekends per contract year.

RESPONSES REQUESTED: Contractors shall submit comments/questions on the FSTSS Draft PWS and CDRLs, via email, to the Contracts and Technical Points of Contact listed in this posting. All responses shall be submitted no later than 4:00 PM EST on 21 June 2021. The Government anticipates responding to any questions received no later than with the posting of the FSTSS Draft Solicitation. All comments will be carefully reviewed and approved changes will be subsequently reflected with the posting of the FSTSS Draft Solicitation.
