About this file

This is a Federal Supply Schedule (FSS) Sole Source Justification for a furniture procurement by the Deputy Under Secretary of the Navy for Intelligence and Security (DUSN I&S), with NAVSUP Fleet Logistics Center (FLC) Norfolk serving as the contracting activity.

The acquisition procures new furniture, workstations, and stackable frame adjustable height panel systems for two rooms under renovation in Arlington, Virginia, with an estimated total value of $368,500.00 ($68,500 for labor and $300,000 for materials). The scope includes dismantlement, removal, and disposal of existing outdated furniture and installation of 27 L-shaped adjustable height workstations, 2 U-shaped adjustable height workstations with panels and swing doors, 1 Darran Jamestown traditional U-shaped adjustable height office set-up, 2 traditional wood veneer private office set-ups, and miscellaneous components including mobile pedestal files, monitor arms, LED lights, lockers, outlets, acoustical panels, and task chairs. The seven-month performance period focuses on ergonomic enhancements to improve health, safety, and mission effectiveness. The award will be made as a firm-fixed-price delivery order to SCS Integrated Support Solutions LLC (CAGE Code: 508A5), a verified HUBZone small business. Market research via RFI #RFI1814701 posted to GSA eBuy on May 26, 2026, and closed June 2, 2026, identified only one qualified vendor capable of providing AIS Matrix certified furniture and Darran Jamestown products with required CMMC Level II certification and HUBZone status under NAICS code 337214. The justification cites GSAR 538.7104-3(b) authority, noting that SCS ISS is the only source capable of providing the required brand name products and specialized vendor services necessary to maintain continuity with existing AIS Matrix and Darran furniture already installed in the DUSN I&S office.

GSA has determined the prices of supplies of the schedule contracts to be fair and reasonable for the purpose of establishing the schedule contract. Per DFARS 208.470(d), GSA’s determination does not relieve the ordering activity contracting officer from the responsibility of making a determination of fair and reasonable pricing for individual orders, blanket purchase agreements (BPA), or orders under BPAs. Therefore, ordering activities are responsible to make a separate determination of fair and reasonable pricing for individual orders, BPAs, and orders under BPAs.

The Contracting Officer will determine, using the procedures in FAR 15.404-1, that the prices are fair and reasonable and will document such determination with a level of detail commensurate with the complexity and circumstances of each order. By placing an order against a schedule contract, the ordering activity contracting officer concludes that the order represents a fair and reasonable price and best value to the Government.

6. Description of market research among schedule holders and the results or a statement of the reason market research was not conducted.

The requiring activity and contracting activity have conducted market research among schedule holders. RFI #RFI1814701 was posted to GSA eBuy on May 26, 2026, and closed on June 2, 2026. The RFI specified the requirement is set aside for HUBZone vendors who are small businesses under the NAICS code 337214, are Cybersecurity Maturity Model Certification (CMMC) Level II qualified, certified AIS Matrix vendors, and are capable of providing AIS Matrix furniture, and Darren Jamestown or equal furniture. The results indicated only two (2) qualified vendors responded, and of those, only one (1) had interest and ability via AIS Matrix manufacturer registration policies, to quote on this requirement.

The one (1) capable vendor from the RFI findings is SCS ISS. They are a HUBZone certified, GSA MAS contract holder with capabilities in NAICS code 337214 and 33721P – Packaged Furniture. Additionally, they are AIS Matrix certified, have experience within and

, and have the required CMMC Level II certification for reviewing the drawings for this requirement.

This procurement uses a GSA Federal Supply Schedule and will be solicited and awarded in accordance with GSAR Subpart 538.71.

8. Actions the Agency may take to remove or overcome barriers to competition.

For the reasons set forth in Paragraph 4, the contracting activity has no plans at this time to compete future contacts for the types of supplies/services covered by this document. However, if another potential source emerges, the contracting activity will assess whether competition for future requirements is feasible.
