Federal Supply Schedule (FSS) Sole Source Justification (SSJ) Above the Simplified Acquisition Threshold (SAT)

IAW GSAR 538.7104-3, orders placed or BPAs established against FSS contracts are exempt from the requirements in FAR part 6. However, an ordering activity must justify its action when awarding on a sole source basis. This includes items peculiar to one manufacturer if the order (or FSS BPA established) is placed on a sole source basis IAW GSAR 538.7104-4(b)(2)(ii).

1. Statutory Exception (Select One)
GSAR 538.7104-3(b)(i) The need is of such unusual urgency that following the procedures would result in unacceptable delays in fulfilling that need;
GSAR 538.7104-3(b) (ii) Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized;
GSAR 538.7104-3(b) (iii) The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis;
GSAR 538.7104-3(b) (iv) It is necessary to place the order with a particular FSS contractor to satisfy a minimum guarantee established in the FSS BPA; or
GSAR 538.7104-3(b) (v) A law expressly authorizes or requires that the purchase be made from a specified source.
2. Description of supplies/services required to meet agency needs The team requires automated forecasting for spare parts, repairs, and bonded stock. This includes hosting a forecasting system within the cloud and the use of Artificial Intelligence (AI) tools to support timely and informed decisions. The development and maintenance of a suite of integrated application modules that ingest, process, and analyze data from multiple Government and contractor data sources to provide forecasting, analytics, visualization, and decision-support capabilities across supply, demand, maintenance, cost, and fleet readiness domains is required.
These capabilities should be delivered within a secure cloud environment, ensuring scalability, accessibility, and continuous enhancement aligned with evolving mission needs.
3. Rational supporting the exception used.
This action is justified as a logical follow-on under GSAR 538.7104-3(b)(1)(iii) for the following reasons:
Original Order Was Competitively Awarded: The baseline order (FA852825FB005) was awarded on 30 September 2025 to Credence Management Solutions, LLC following a full and open competition conducted under GSA Multiple Award Schedule (MAS) ordering procedures (FAR 8.405). The baseline order was not issued under sole-source or limited-sources procedures, satisfying the prerequisite for this justification.
Incumbent's Unique and Proprietary Knowledge: Over the past 12 months, Credence has developed a unique and proprietary understanding of the complex, often undocumented data structures and back-end logic of the four key Air Force logistics systems (ALMSS, IMDS, ILS-S, BLADE). This knowledge is critical for the continued sustainment and enhancement of the dashboard and cannot be easily transferred to a new vendor.
Substantial Duplication of Cost: Awarding this follow-on requirement to any other source would force the Government to pay a new contractor to replicate the incumbent’s 12 months of knowledge gathering, reverse-engineering, and technical integration work. This would result in a duplication of cost estimated to exceed $2.5M, which is not expected to be recovered through competition.
Unacceptable Schedule Delay: A new vendor would require a minimum of 6 to 9 months to safely transition the effort, re-establish secure cloud access, and re-learn the data architecture. With the current order expiring on 29 September 2026, this transition period would create an unacceptable gap in service, leaving the U-2 program without its primary forecasting tool and directly degrading mission readiness.
Based on these factors, limiting the source to the incumbent, Credence Management Solutions, LLC, is in the best interest of the Government for both economy and efficiency.
