About this file

This is a Federal Supply Schedule (FSS) Sole Source Justification (SSJ) document for a procurement above the Simplified Acquisition Threshold (SAT).

The contracting activity is 30 CONS/PKB, with the program/project designated as "SLD 30 Indirect Funded Compute Cluster." The document, signed by Contracting Officer Scott Yeaple on 9 July 2026, justifies a sole source award under GSAR 538.7104-3(b)(ii), establishing that only one source is capable of providing the supplies required due to their unique or highly specialized nature. The acquisition requires two PowerWulf high-performance computing clusters: (1) PowerWulf ZXR1+ Cluster H8000G1 with 816 Total AMD EPYC Processor Cores and 4352 GB Total High Performance ECC System Memory, including CBeST Cluster Management Toolkit v6.0; and (2) PowerWulf ZXR1+ Cluster A24000 with 320 Total AMD EPYC Processor Cores and 1920 GB Total High Performance ECC System Memory with CBeST Cluster Management Toolkit. PSSC Labs is identified as the sole developer, manufacturer, and supporter of these systems and is the only ARCTOS-certified solution capable of running the ARCTOS Range Risk Analysis Tool (RRAT) software in multiprocessor mode. The justification emphasizes that compatibility with existing onsite systems previously procured from PSSC Labs is critical, as adding non-certified equipment would void warranty coverage and substantially increase risks to a critical launch safety system. The document notes that utilizing the GSA FSS vehicle provides cost savings through enterprise buying power and volume discounts, along with shorter lead times, transparency, lower administrative costs, and reduced risk through pre-screened contractors.

Text version

As of 20 May 2026 single contractor. Specifically, this action is justified under the premise that "only one source is capable of providing the supply required at the level of quantity required due to its unique or highly specialized nature." PSSC Labs is the sole developer, manufacturer and supporter of the PoweWulf High Performance Clusters. Per the technical specification of the PowerWulf ZXR1+ Cluster, it is the only ARCTOS (formerly ACTA Inc.) certified solution for running the the ARCTOS Range Risk Analysis Tool (RRAT) software in multi-processor mode. The new compute clusters must be compatible with the existing onsite system that is manufactured by PSSC Labs from previous procurements totaling ~$ Adding non certified servers or storage equipment to a PowerWulf High Performance Cluster will result in the immediate voiding of any PSSC Labs warranty on the PowerWulf High Performance Cluster. Procuring from any other source would substantially increase the risk of compatibility failures with the existing onsite system, which would degrade a critical launch safety system. The amount of time and cost to test the RRAT software against a different product will be extensive resulting in duplicative cost to the Government.

Although PSSC Labs is the only know source on GSA FSS that can provide the requirement, utilizing GSA FSS to fulfill the requirement allows for greater cost savings to the Government by taking advantage of the enterprise buying power and volume discount pricing achieved by GSA FSS contracts. In addition to saving, fulfilling the requirement though the GSA FSS will allow for shorter lead time, transparency, control of the procurement, lower administrative costs, and reduced risk to the Government as a result of selecting from a pool of pre-screened, reliable contractors.
