About this file
This is a Federal Supply Schedule Limited-Sources Justification for a follow-on task order to support ongoing operations and maintenance of the OPTN (Organ Procurement and Transplantation Network) public website.
The contracting agency is the Health Resources and Services Administration (HRSA), Bureau of Hepatitis and HIV Services (HSB), with an estimated contract value of $1,000,000 for fiscal year 2026. The proposed contractor is IQ Solutions, Inc., located at 6116 Executive Blvd. Suite 370, North Bethesda, MD 20852. The acquisition is being conducted as a firm-fixed-price follow-on requirement using GSA Federal Supply Schedule authority (FAR 8.405-6), specifically as a logical follow-on to Task Order 75R60222F80126 issued under GSA Federal Supply Schedule Contract 47QTCA19D00B7. The services include ongoing operations, maintenance, governance, migration, analytics, optimization, and modernization support for the OPTN website, including migration from the current web structure to a dedicated OPTN subdomain environment, content management, technical support, website governance and optimization, analytics reporting, and accessibility compliance support. The justification cites economy and efficiency as the basis for the limited-sources award, emphasizing that the incumbent contractor possesses critical operational familiarity with the existing HRSA and OPTN website environments, governance workflows, migration planning activities, and modernization priorities that would be difficult and costly to transfer to another vendor. The government intends to compete future OPTN website support requirements under a multi-vendor IDIQ once the current migration and modernization activities are completed. The justification was approved by the OPDIV Competition Advocate on the basis that it adequately supports other than full and open competition.

Text8: The Government determined that the proposed action represents the best value to the Government based on the contractor’s existing operational knowledge of the OPTN website environment, ongoing modernization activities, migration planning efforts, technical implementation requirements, and established coordination processes. Continued performance by the proposed contractor will reduce transition risk, avoid duplication of effort and unnecessary costs, and support continuity of website operations during active modernization and migration activities.
The Government reviewed the proposed pricing and determined the anticipated costs to be fair and reasonable based on the contractor’s Federal Supply Schedule rates, the Independent Government Cost Estimate (IGCE), and the operational requirements associated with the effort.

Text10: The OPTN public website serves as a primary public-facing source of information related to OPTN governance, policy development, modernization activities, and transplant system operations. The website supports communication and information-sharing functions for transplant centers, OPTN members, patients, caregivers, and other stakeholders.
The proposed effort includes active migration planning and implementation activities associated with transition from the current domain structure to a dedicated OPTN subdomain environment. The effort also supports ongoing website governance, modernization support activities, technical coordination, analytics, accessibility compliance, and phased future-state website enhancement activities.
Continuity of operational and technical support during this period is critical to minimizing disruption risks and supporting ongoing OPTN modernization objectives.
Text11: The Government intends to compete future OPTN website support requirements under the OPTN multi-vendor IDIQ. During performance of this contract, HRSA will continue refining the technical requirements, completing planned website migration and modernization activities, and conducting additional market research to support a competitive acquisition among qualified IDIQ holders. This interim sole-source action is intended to maintain continuity of operations while positioning the requirement for future competition under the OPTN multi-vendor IDIQ.
Text12: The Government conducted market research in accordance with FAR Part 10 by reviewing the current operational environment, existing contract performance, contractor capabilities, historical pricing, and commercially available website operations and digital support services. The Government also considered ongoing OPTN modernization activities, migration requirements, continuity needs, and technical integration requirements associated with the OPTN website. While multiple vendors may generally be capable of providing website operations and digital support services, the Government determined that substantial duplication of cost, operational disruption, transition inefficiencies, and increased performance risk would result from transitioning the work during ongoing modernization and migration activities.
The proposed contractor possesses existing operational familiarity with the HRSA and OPTN website environments, associated governance workflows, migration planning activities, modernization priorities, and technical support requirements. The Government intends to compete future OPTN website support requirements under the OPTN multi-vendor IDIQ as requirements mature and the planned website migration and modernization activities are completed. Prior to that acquisition, the Government will conduct additional market research and refine the requirements to maximize competition among qualified IDIQ holders.

Text16: This proposed action is a logical follow-on to Task Order 75R60222F80126 issued under GSA Federal Supply Schedule Contract 47QTCA19D00B7. The predecessor task order was competitively awarded using applicable Federal Supply Schedule ordering procedures under FAR Subpart 8.4 and was not awarded using sole-source or limited-sources procedures. Continued support by the proposed contractor is in the interest of economy and efficiency because the contractor possesses operational familiarity with the existing HRSA and OPTN website environments, content structure, governance processes, modernization activities, migration planning efforts, stakeholder coordination processes, and ongoing technical operations.
Since award of the predecessor task order, the contractor has established the technical foundation necessary to support ongoing website operations and planned migration activities, including implementation of website governance processes, accessibility remediation, analytics capabilities, content management workflows, technical maintenance procedures, and coordination mechanisms supporting OPTN modernization. The remaining work includes continued website operations and maintenance, implementation of the planned migration to a dedicated OPTN subdomain, ongoing optimization and analytics support, and future-state modernization activities. Because these activities build directly upon work already completed under the previous task order, continued performance by the proposed contractor will allow the Government to complete the remaining work without unnecessary duplication of effort or interruption to ongoing operations.
Transitioning performance to a different contractor at this stage would require significant Government and contractor resources to conduct knowledge transfer, reestablish technical understanding of the existing website environment, reestablish governance and content management processes, and familiarize a new contractor with ongoing modernization initiatives, migration planning, stakeholder coordination, and established workflows. These activities would increase transition and oversight costs, duplicate work already performed, delay planned migration and modernization activities, and increase the risk of service disruptions to the OPTN website.
The proposed contractor has existing knowledge of the website environment, content governance workflows, technical implementation processes, accessibility requirements, and coordination requirements associated with OPTN modernization efforts. Continued performance under this follow-on effort will support continuity, operational stability, and efficient execution of planned migration and modernization activities.
Accordingly, continued performance by the proposed contractor avoids substantial duplication of cost to the Government that is not expected to be recovered through competition and is in the interest of economy and efficiency.
