Single Source Justification Summary

This is a Single Source Justification document for a simplified acquisition by the 460th Contracting Squadron at Buckley Space Force Base, Colorado. The contracting activity seeks a high-density managed Wi-Fi solution for the FSS Fitness Center (Purchase Request F1K3GA6069AC01) to support 1500+ users with 1 Gbps symmetrical fiber optic internet service. The required infrastructure includes an enterprise-grade firewall/controller with 24/7 monitoring and traffic prioritization, a 24-port managed Power over Ethernet switch, and high-density dual-band Wi-Fi 6 or 6E access points. The vendor must provide professional on-site survey and network design, installation of structured cabling and hardware, and commercial warranty covering repair or replacement of damaged or outdated equipment.

The Contracting Officer recommends sole-sourcing the award to Lumen Technologies (incumbent provider) based on market research conducted in February 2026. A Sources Sought notice posted on SAM.gov from February 17-27, 2026 generated 11 responses, and six vendors subsequently provided Rough Order of Magnitude estimates by the March 25, 2026 closing date. Lumen's five-year total contract value is $107,580.00 with zero upfront equipment costs and immediate service continuity. Competing proposals ranged from $154,700 to $277,048.83 with upfront costs between $50,000 and $149,679.77 and installation delays of 49-120 days. The sole-source award will save the government a minimum of $47,120 (43.8% of total contract value) and prevent operational disruption. The Contracting Officer determined that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1), with the justification signed on April 9, 2026. The requirement will be publicized prior to award as required by RFO subpart 5.2, and new market research will be conducted before contract expiration to identify alternative vendors for future years.

- submitted complete ROMs with total five-year values of $154,700.00 and $277,048.83, respectively. Both require considerable upfront equipment costs ($50,000 and $109,698.27) and involve lengthy installation periods of 49-120 days, which would disrupt operations at the start of the contract period.

- provided a ROM with a total five-year value of $224,955.52. Their estimate is characterized by a high upfront equipment cost of $140,058.52 and a monthly recurring fee of $1,414.95.

- response focused on an upfront equipment cost of $149,679.77, without detailing the recurring or total five-year contract value.

Sole-sourcing to the incumbent, Lumen Technologies will save the government a minimum of $47,120 over five years, avoid $50,000 in upfront costs, and prevent a 49-day installation delay.

Given Lumen’s significant price advantage as the incumbent, it is highly probable that a full and open competition using a Lowest Price Technically Acceptable (LPTA) evaluation would result in an award to them regardless. Therefore, proceeding with a sole-source award is an act of good faith, preventing other contractors from expending time and resources on a proposal with a low probability of success.

Because these savings are equivalent to 43.8% of the total contract value, it is the Contracting Officer's recommendation to proceed with a sole-source award.

Section D: Efforts to Obtain Competition

Market Research was conducted in accordance with RFO Part 10 by the CO/CS in February of 2026. A Sources Sought notice was posted the SAM.gov from February 17-27, 2026 and a site visit to the Fitness Center was offered to any interested parties on February 25, 2026. Eleven (11) responses were received during the Sources Sought period, with only one attending the site visit. A review of available company websites and Internet searches were conducted to gather additional information on capabilities, prior projects of a similar nature, industry awards, and customer feedback on the listed vendors. Additional information and clarification was gained through the 460th Force Support Squadron IT Specialist. On March 16, 2026, a follow-up request for a Rough Order of Magnitude (ROM) on the initial installation timeline and cost was submitted to the eleven (11) vendors who responded to the sources sought notification. By the ROM request closing date on March 25, 2026, six (6) vendors had responded with data.

460 CONS intends to publicize this requirement, prior to award, as required by RFO subpart 5.2.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

This requirement is anticipated to be an ongoing need for 460 FSS in future years. New market research will be conducted prior to the expiration of the current award to determine if new manufacturers or sources are available to avoid limitation of competition in future years.
