About this file
This is a Justification & Approval (J&A) document from the Department of Navy's Mid-Atlantic Regional Maintenance Center (MARMC) explaining the rationale for an exception to fair opportunity under an IDIQ contract. The document justifies additional urgent repair work needed for a naval vessel under contract number N00024-22-D-4423, which was awarded on November 15, 2024.
The work involves critical repairs that must begin by January 27, 2025, and be completed by February 3, 2025, to maintain the vessel's deployment schedule. The J&A cites urgency as the basis for the exception, noting that a competitive award would take approximately 60 days and cause unacceptable delays to the ship's scheduled deployment. The incumbent contractor is deemed the only company capable of performing the work within the required timeframe during the current Continuous Maintenance Availability (CMAV). Cost reasonableness will be determined using historical data, an Independent Government Estimate (IGE), and the Project Manager's technical assessment of labor hours and material costs.
