Background
Facilities Services Directorate (FSD) provides comprehensive lifecycle facility management supporting the day-to-day working environment of nearly 64,000 employees of the Department in approximately 15 million square feet of facilities across the National Capital Region (NCR). The Facilities Services Directorate (FSD) supports a customer base of about 60,000 civilian and military personnel, including the Office of the Secretary of Defense, Joint Chiefs of Staff, Defense Agencies, and the military departments in the National Capital Region (NCR). FSD provides administrative and operational support to specified Department of Defense (DoD) activities; including space management, maintenance, repair and alteration of assigned buildings, parking, custodial services, transportation, landscape maintenance, trash and debris removal, building operations, construction management, property management, and other support services.
Within this Directorate are a host of programs designed to support all whom are working in the managed and leased building overseen by Washington Headquarters Services.
Objective/Scope
The Department of Defense, Washington Headquarters Services, Acquisition Directorate (DoD/WHS/AD) is seeking information for potential sources (both large and small) in the National Capital Region (NCR), to support the Facility Services Directorate (FSD) to provide and implement a comprehensive program for the maintenance, repairs, service, testing, inspection and certification of the Sanitary, Storm, Natural Gas, and Potable Water systems, as well as the Kitchen Exhaust systems on the Pentagon Reservation.
This requirement will be to provide preventative maintenance to sustain the Sanitary, Storm, Potable Water, Natural Gas, and Kitchen Exhaust Systems in exceptional operating condition, optimize equipment performance and enable the anticipation for repair/replacement of major components prior to equipment failure and to minimize down time due to equipment failure. Preventative Maintenance programs and repair services are to be developed, implemented, performed and maintained for, but are not limited to water waste systems, portable water systems, natural gas systems and exhaust systems.
The Preventative Maintenance Program should address Preventative Maintenance (PM), Predictive Maintenance (PdM), inspection and testing, minor repairs, major repairs and emergency call responses to the systems, and equipment under the scope of this requirement. The PM program shall result in maximizing the useful life of the equipment, eliminate or minimize down time, and ensure operating equipment is performing safely at peak efficiency based on the manufacturer’s specifications. The intent of the PM program is to provide routine maintenance services and inspections that permit the early detection and correction of items which, if left unaddressed, would: (a) interfere with normal facility operation; (b) endanger life and/or property; or (c) involve increased operating cost or lengthy repairs. PdM is a critical part of the PM plan as it enables the anticipation of timely repair/replacement of individual equipment or equipment components prior to equipment failure in order to avoid or minimize down time.
Services under this requirement include Permits, Quality Control Plans, Operational Contingency Plans, Staffing Plans, Safety Plans, and Corrective Repair Plans.
