About this file
This is a Request for Information (RFI) from the Federal Retirement Thrift Investment Board (FRTIB), Office of General Counsel, seeking market research on commercially available solutions for FOIA processing, eDiscovery, Matter Management, and related legal operations. The RFI (Solicitation Number: FRTIB-OGC-RFI-2026-001) is a pre-solicitation market research activity, not a formal solicitation, and is being used to validate agency requirements and inform acquisition planning strategy.
FRTIB seeks information on integrated platforms, modular solutions, or interoperable technologies that address one or more capability areas: FOIA Management (intake, case tracking, workflow management, deadline monitoring, search and collection, document review, redaction, production, correspondence, reporting, and audit trails); eDiscovery and Records Collection (defensible search across Microsoft 365 and enterprise data sources, custodian workflows, legal holds, review and analytics, chain-of-custody tracking, and metadata preservation); Matter Management (matter intake, configurable workflows, task management, collaboration, relationship mapping, and reporting); Knowledge Management (precedent reuse, historical matter search, and institutional knowledge preservation); and Reporting, Analytics, and AI capabilities (dashboards, performance metrics, trend identification, relationship analysis, and AI-enabled search, categorization, summarization, and workflow automation). All solutions must integrate effectively with FRTIB's Microsoft 365 environment, including services such as Microsoft Purview, SharePoint Online, Teams, Outlook, Exchange Online, and OneDrive. Vendors should submit responses electronically to Ronald.Rheinhardt@frtib.gov no later than August 25, 2026, by 12:00 p.m., limited to fifteen (15) pages, and must identify at least three relevant implementations performed within the last five years. Following review, FRTIB may invite selected vendors to participate in follow-on market research activities including product demonstrations or capability discussions. FedRAMP authorization status and federal/legal implementation experience are requested but not mandatory for response consideration.

Federal Retirement Thrift Investment Board (FRTIB) Office of General Counsel FOIA, eDiscovery, & Matter Management Solution(s) Request for Information (RFI)
1. Purpose The Federal Retirement Thrift Investment Board (FRTIB), Office of General Counsel (OGC), is conducting market research to identify commercially available products, services, and solution approaches that support Freedom of Information Act (FOIA) processing, eDiscovery, Matter Management, and related legal operations functions.
Information obtained through this Request for Information (RFI) will be used to better understand current market capabilities, validate and refine agency requirements, and support acquisition planning. This RFI is issued solely for information and planning purposes and does not constitute a solicitation.
FRTIB welcomes responses from vendors offering:
· An integrated platform addressing multiple functional areas;
· Modular or interoperable solutions that collectively provide the desired capabilities; or
· Standalone products or services that address specific FOIA, eDiscovery, Matter Management, reporting, or knowledge-management needs.
FRTIB is interested in understanding the full spectrum of available market capabilities and encourages responses regardless of whether a solution addresses all requirements described in this RFI and the accompanying draft Statement of Work (SOW).
Respondents are encouraged to identify both capabilities and limitations of their proposed solutions. Information regarding capability gaps, functional constraints, roadmap items, or areas where requirements may not align with currently available commercial solutions will assist FRTIB in refining requirements and developing an effective acquisition strategy.
2. Current Environment and Business Challenges As in-house counsel for FRTIB, OGC manages a broad range of legal and compliance functions, including legal advice and guidance, legal case management, document review, privacy impact assessments, program and technology risk assessments, compliance reviews, and support for agency FOIA obligations.
To support these activities, OGC currently utilizes a combination of commercial and government technologies, including a Matter Management platform, Microsoft Purview, SharePoint, Microsoft 365 applications, Adobe Acrobat, email, and manually maintained spreadsheets.
While these tools support minimum operational requirements, they function largely as independent systems. As a result, users frequently perform work across multiple applications and manually reconcile information between systems. This fragmented operating environment increases administrative workload, limits process automation, and reduces operational efficiency.
For FOIA operations, requests are currently received and managed through a combination of email, spreadsheets, document repositories, review tools, and Microsoft Purview. This approach requires significant manual case tracking and coordination throughout the intake, collection, review, redaction, and response process.
Similarly, OGC's current Matter Management solution primarily serves as a repository for documenting legal work rather than an operational platform that actively supports legal workflows. Users often perform work in separate applications and subsequently record activities in the Matter Management system, creating duplicative effort and limiting user adoption.
OGC has also identified challenges associated with:
· Capturing and reporting meaningful operational metrics;
· Associating related matters, records, and legal work products;
· Identifying and reusing historical analyses and precedent;
· Maintaining institutional knowledge across personnel transitions;
· Facilitating collaboration among OGC and non-OGC stakeholders;
· Supporting efficient records collection and review activities; and
· Providing administrative self-service capabilities for users, workflows, permissions, reporting, and system configuration.
With respect to eDiscovery and records collection, current search, review, export, and records management activities can be operationally complex and often require significant manual effort. OGC seeks solutions that simplify these activities while preserving legal defensibility, security, auditability, and compliance requirements.
3. Desired Future State FRTIB seeks to identify solution approaches that improve the efficiency, effectiveness, and usability of OGC operations while reducing reliance on fragmented manual processes.
The desired future-state environment should:
· Streamline FOIA, eDiscovery, and Matter Management workflows;
· Reduce administrative burden and duplicative data entry;
· Improve statutory compliance and auditability;
· Strengthen reporting, analytics, and operational visibility;
· Enhance collaboration among OGC and program offices;
· Improve knowledge management and institutional continuity;
· Increase user adoption through intuitive workflows and user experiences;
· Enable administrative self-service capabilities where appropriate; and
· Integrate seamlessly with FRTIB's Microsoft 365 environment.
While FRTIB prefers solutions that minimize the number of systems required to perform these functions, the agency remains open to modular or interoperable approaches where multiple products collectively provide superior capability, usability, scalability, or value.
4. Capability Areas of Interest OGC seeks information regarding commercially available capabilities that support the lifecycle of FOIA activities, eDiscovery functions, Matter Management operations, and related legal services.
Responses may propose a single integrated platform, multiple interoperable solutions, or a modular architecture.
For purposes of this RFI, interoperable solutions are those that enable efficient exchange and synchronization of records, metadata, case information, workflow status, and related content with minimal manual intervention while maintaining appropriate security, audit, and records management controls.
Proposed solutions should demonstrate how they support one or more of the following capability areas.
4.1 FOIA Management
FRTIB is interested in capabilities supporting:
· Centralized intake and creation of FOIA cases;
· Case tracking and lifecycle management;
· Workflow management and task assignment;
· Deadline monitoring and statutory compliance tracking;
