The General Services Administration (GSA), Federal Acquisition Service (FAS), Heartland Acquisition Center (HAC), would like to offer you the opportunity to review 1155 National Stock Numbers (NSN) that are currently brand name items. After reviewing the NSN List, we request that you please take a few moments to complete the Response Document concerning this potential procurement. To accurately complete the Response Document, please complete the fill-ins, relative to your company and the corresponding spreadsheet.
Your comments are important to us as they assist us throughout the acquisition process. You are encouraged to submit any concerns, discrepancies, or comments to help enhance the quality and effectiveness of this potential procurement. Responses received from this RFI could directly affect the Request for Quote (RFQ) content and small business set-aside considerations. We look forward to reviewing your responses, as they are used in an effort to improve and expand the competitive procurement process.

General Questions:
1. In order to determine the most appropriate way to develop evaluation criteria, it is important to know how many items a prospective vendor intends to quote.
● Please use the excel spreadsheet to determine which NSNs can be supplied.
● Please indicate if any part numbers have been discontinued.
○ If there is a replacement part number, please indicate the new manufacturer and/or new part number which adheres to the NSN List and is the exact dimensional specifications of each item being replaced. Please supply descriptive literature for these items.
○ If the item has been discontinued with no replacement, please also indicate that information on the spreadsheet.
● Please use the excel spreadsheet to show the number of items currently available via Multiple Award Schedule (MAS) or if only available via the Open Market.
● If items are not currently available via your 51V contract, but could be added prior to award, please use the spreadsheet to illustrate which items could be added.
2. To the best of your knowledge, after reviewing the attached NSN List and corresponding item descriptions, are you aware of any items which cannot meet the requirements of the Berry Amendment?
● Please use the excel spreadsheet to indicate which NSNs you believe are non-compliant.
3. In Accordance with GSA ON 16-02 (Operational Notice) dated March 30th, 2016, Can you deliver within 5-8 days after receipt or orders? This includes compliance with MIL-STD 129 marking.

4. There will be a zero dollar minimum order threshold on this contract. As a result, there will be an allowance for a convenience fee. Please provide a convenience fee and threshold for what your company would potentially quote (i.e. $0 convenience fee for orders under $25):
5. Please specify the manufacturer warranty that would be offered (i.e. Lifetime, etc.)?
6. Are you both a small business and quoting a product of a domestic small business?

9. Is your company familiar with the Section 889(a)(1)(Part A)(Part B) of the Fiscal Year 19 John S. McCain National Defense Authorization Act (NDAA)? The prohibition pertains to banning certain telecom, services, and video surveillance cameras for procurement. Here is the statute (Section 889 is at pages 282-84) to give you more information.
