Statement of Work

Freshwater Canal Locks Vessel Support

The selected contractor shall provide a vessel equipped with a crane capable of lifting an aluminum frame weighing no more than 1.5 tons that is approximately 10 ft. in height, and 10ft x 10ft in length, and a 60”x60”x18” enclosure weighing 250 lbs. up from the deck of the vessel to a concrete dolphin that is 10ft to 15ft above the water’s surface. The concrete dolphin is located at the southern end of the Freshwater Canal Locks facility operated by the Army Corps of Engineers in Kaplan, Louisiana on Freshwater Bayou.

The contractor shall accept the delivery of the aluminum frame referenced above and store it at their facility or vessel for no more than 14 days prior to the installation of the frame at Freshwater Canal Locks.

The contractor will provide the necessary crew and equipment to facilitate the safe transfer of the frame from the delivery truck to their storage facility, and to the vessel for final transit to the work site. NOAA will transport the 60”x60”x18” enclosure to the work site.

The date and time of the installation will be determined by NOAA and communicated to the selected contractor at least 72 hours prior. The operation is expected to be completed within one 8 hour work day, but additional hours past 8 may be needed and will not exceed a total of 12.

Lifting Operation

The vessel and crane must lift the aluminum frame from the deck of the vessel to the surface of the concrete dolphin then hold the frame in place while a NOAA crew secures it to the concrete using threaded bolt anchors. The contractor will supply the necessary crew to facilitate the safe lifting operations from the vessel to the concrete dolphin at the lock facility. NOAA will provide crew necessary to secure the frame to the concrete.

The vessel and crane will then lift the 60”x60”x18” enclosure from the concrete dolphin to the top of the aluminum frame approximately 10 feet above the concrete. NOAA crew will guide the enclosure in to place and secure it to the frame while the crane holds it in place.

The contractor shall be responsible for coordinating all vessel and lifting operations in the lock vicinity with the Army Corps of Engineers and other vessels operating in the area. The contractor will be also be responsible for identifying and complying with all Army Corp of Engineer safety rules regarding vessel and lifting operations as well as any local environmental regulations.
