Response: Subcontractor/team member past performance will be considered provided the prime contractor/offeror has performance history. If the prime contractor/offeror does not have performance history, subcontractor/team member past performance will not be considered. In addition, subcontractor/team member past performance will only be considered if the subcontractor/team member is proposed to be a subcontractor/team member on the proposed effort, the subcontractor/team member is clearly identified as such in the proposal, and a description of the role and percentage of work to be performed by the subcontractor/team member is clearly articulated in the proposal.
