About this file

This document is a Frequently Asked Questions (FAQ) guide for the U.S. Embassy Jerusalem Public Diplomacy Annual Program Statement (Funding Opportunity Number: EMBJPD26002) targeting Palestinian audiences.

Eligible applicants include U.S., Israeli, or Palestinian not-for-profit organizations, think tanks, non-governmental organizations, and public and private not-for-profit educational institutions. For-profit entities are not eligible, and applications from individuals are not accepted. Only one non-profit, non-governmental entity can serve as the prime recipient, though subcontracting with other entities is permitted with clearly defined responsibilities. Project goals must align with one of five priority areas: advancing U.S. economic interests and technological leadership, promoting U.S.-Israeli-Palestinian health-tech cooperation, promoting Christian tourism, promoting American excellence in education technology, or countering malign influences and promoting free speech. The program targets audiences exclusively in East Jerusalem and the West Bank, though applicants may be located anywhere provided they can directly interact with these audiences. Applicants from Gaza are eligible to apply. All organizations must obtain a Unique Entity Identifier (UEI) and maintain active SAM.gov registration prior to award issuance, with limited case-by-case exemptions available upon request to the warranted Grants Officer at least two weeks before the application deadline. Applicants with exclusions in the System for Award Management are ineligible. Temporary SAM.gov registration exemptions are available for organizations unable to complete registration before the submission deadline by submitting a request with justification to pdjapplications@state.gov.

Yes, eligible organizations for this funding opportunities include:

For more information on the difference between sub-contract and sub-recipient, please refer to 2 CFR 200.331.

Note: this APS is not open for applications from individuals.

As indicated in the APS, your project goals and objectives should follow one of the five areas below:

2. Promote U.S.-Israeli-Palestinian health-tech cooperation

2) Can the program target only audiences from the United States, East

Jerusalem, and the West Bank?

Bank, but applicants can be located anywhere as long as they can directly interact with these audiences.

3) Will my application be accepted and reviewed on condition that an active SAM.gov registration and UEI are in place prior to the issuance of any award?

As indicated in the APS, page 16, all organizations, whether based in the

United States or in another country, must have a Unique Entity Identifier

An applicant must maintain an active registration while it has a proposal under review by the Department and must continue to keep the registration active for the entire duration of the period of performance of any Federal award that results from this NOFO.

Exemptions

An exemption from the UEI and sam.gov registration requirements may be permitted on a case-by-case basis. See 2 CFR 25.110 for a full list of exemptions.

Organizations requesting exemption from UEI or SAM.gov requirements must email the point of contact listed in the NOFO at least two weeks prior to the deadline in the NOFO providing a justification of their request.

Approval for a SAM.gov exemption must come from the warranted Grants
