About this file
This document contains frequently asked questions regarding the National Park Service 21st Century Conservation Service Corps & Civilian Climate Corps Program - National Youth Cooperative Agreements federal grant opportunity. The cooperative agreements will provide zero dollars initially and instead fund projects on a task agreement basis under an umbrella cooperative agreement. Both urban and outdoor projects are available, including those related to education, research, cultural resources and media communications. Current partners with existing master cooperative agreements do not need to reapply until their agreements expire but should start the renewal process 3-4 months in advance. Applicants for new cooperative agreements can expect to be notified of the status of their applications within 90 days of submission. Eligible applicants are non-profit organizations that work with youth between ages 15-25 but for-profit businesses are not eligible. The opportunity is assigned under the Youth and Veteran Organizations Conservation Activities federal grant program within the Department of the Interior National Park Service.

Frequently Asked Questions
My organization is approved as a 21CSC organization with the United States Forest Service. Are we automatically approved for an NPS 21CSC Cooperative Agreement award?
No. This is a separate announcement and all organizational responses to this announcement will be reviewed by the NPS in accordance with the policies and regulations of the NPS and Federal government.
I own a for-profit business that provides employment and educational services to young people between the ages of 15 and 25 years of age. Can I apply for this opportunity?
No. This announcement is not for for-profit organizations.
If I am successful at receiving an award, will I be guaranteed a certain number of projects?
No. NPS will be awarding multiple 5-year umbrella cooperative agreements with zero dollars attached. Funds for projects are awarded on a project-by-project basis as task agreements under a cooperative agreement umbrella.
I am an urban based organization that serves youth. Are there projects in urban areas that are in an indoor setting?
Yes. Many of the projects are in urban areas and deal with intellectual issues such as education, research, cultural resources and media communications.
I have a current Master Cooperative Agreement (MCA) with NPS and it doesn’t expire until FY2025. Do I need to reapply under this NOFO before my agreement ends?
No. Current partners with an existing MCA do not need to reapply under this NOFO until their current agreement expires. We recommend starting the renewal process about 3-4 months in advance of your current MCA expiration date.
How long will it take to hear about the status of my application?
We anticipate applicants will receive notification about their application status within 90-days of submission.
