Freeport Bridge Deck Repair Project - Special Provisions Summary
This Special Provisions document is issued by the County of Sacramento Community Services Agency Department of Transportation for the Freeport Bridge Deck Repair Project (Contract No. 4702), a bridge rehabilitation project over the Sacramento River. The project scope encompasses furnishing all labor, materials, and equipment necessary to perform bridge painting, repair of broken welds and bolts in the superstructure, repair of loose joint armor, retrofitting of the pin/roller system, traffic control, and related work as specified in the contract plans and specifications. Key work items include weld repairs at interior beam and end panel locations, joint armor repairs at Pier 5 and Abutment 6, pin/roller system replacement at the bascule span locking mechanisms, and bolt repairs to lateral braces. The contract specifies a thirty (30) working day completion period with the first working day occurring on or before November 2nd, 2026, and the bridge must be fully operable by 6 pm on November 30th, 2026. Bids opened on August 25, 2026, with the project documents incorporating the County of Sacramento 2024 Standard Construction Specifications dated November 1, 2024, and the State of California Department of Transportation Standard Specifications dated 2025. The three apparent low bidders are required to submit a statement of experience and business standing along with welding qualifications conforming to AWS D1.1 and AWS D1.5 standards.
The contract includes significant insurance requirements, with general liability limits of Four Million Dollars per occurrence and Four Million Dollars aggregate, automobile liability combined single limit of Two Million Dollars, and contractor's pollution liability insurance with limits of Four Million Dollars per occurrence and aggregate if hazardous materials are encountered. Liquidated damages for delay are assessed at Three Thousand Six Hundred Dollars ($3,600.00) per calendar day for failure to complete work within the prescribed working days. The contractor must obtain encroachment permits from both Yolo County and the California Department of Transportation (Caltrans) prior to commencing any work within their respective rights-of-way, with no additional compensation allowed for these requirements. Work is restricted to allowable hours of 6 am to 6 pm, with the Freeport Bridge remaining closed to marine traffic during the Coast Guard-approved work window from November 1st through November 30th, 2026. The contractor must maintain one lane in each direction on Freeport Boulevard and South River Road at all times unless prior engineer approval is granted. Environmental controls require preparation of a Water Pollution Control Plan, Lead Compliance Plan, and adherence to strict asbestos notification procedures with the Sacramento Air Quality Management District at least 15 days before demolition or rehabilitation activities commence. Payment for mobilization is structured on a graduated basis based on percentage of contract completion, with full mobilization payment capped at ten percent of the original contract amount.

- 9 -
SECTION 7 – PROSECUTION OF THE WORK
7-1 BEGINNING OF WORK
No work is allowed within the riverbed. See section 14-1.01 of the State Specifications for additional restrictions.
Where dimensions of new construction required by this contract are dependent on the dimensions of the existing bridge, you must verify the controlling field dimensions and are responsible for adjusting the dimensions of the work to fit the existing conditions. Be advised that existing dimensions and other conditions at each location with similar details may vary.
Before submitting structural steel shop drawings or performing steel fabrication, verify the adequacy of clearances required for welding, drilling, bolting, removing existing damaged members, and installing the new construction. You are responsible for requesting adjustments in dimensions of the work to accommodate clearances necessary for construction when steel shop drawings are submitted. All requested adjustments in dimensions are subject to the Engineer’s authorization and must be shown on required shop drawing submittals. Only changes for which you already have authorization for in writing by the Engineer are allowed. The Engineer, at their option, may withhold approval of your requested changes. No payment shall be made for requested changes in details which are authorized or provided by the Engineer. The time period required by the County to revise details authorized by the Engineer will be considered for extensions of contract time under the Standard Specifications. No payment will be made to you for delays due to time taken to revise details under these special provisions. You may be granted a contract time extension equal to the number of working days in excess of that time allowed for review of shop drawings which are taken by the County to revise details.
7-1.01 ORDER OF WORK
When required by these Special Provisions or Plans, the Contractor shall follow the sequence of operations as set forth therein.
Liquidated damages, as set forth elsewhere in these special provisions, shall be assessed if the working days are exceeded. No work may take place prior to receipt of the executed Contract and review of the prescribed bonds and insurance.
Contractor's attention is directed to Section 12, “Safety, Public Convenience, and Traffic Control,” of the Standard Construction Specifications and these Special Provisions. Any Special Signs (S1) that are required for detour or maintaining traffic shall be placed a minimum of 10 days in advance of the project start.
The first order of work shall be the following:
• Prepare and submit a Water Pollution Control Plan as required in Section 10.
• Prepare and submit a Lead Compliance Plan
• Prepare and submit Baseline Schedule
• Prepare and submit Traffic Control Plans
• Provide SSPC QC certifications
- 10 -
• Ordering materials and equipment that is not furnished by the County. The Engineer shall be furnished a written statement from the vendor that the order for structural steel has been received and accepted by the vendor. The statement must show the dates that the materials will be shipped.
At the end of each work day, all debris, branches, roots, removed fence, rubbish, and other debris in the work area shall be collected and placed in a suitable disposal bin or pile. Materials to be used later in construction shall be neatly stockpiled. All parts of the work shall be left in a neat and presentable condition at the end of the work shift.
Full compensation for Order of Work, as specified herein, shall be considered as included in the prices paid for the various items of work involved and no additional compensation will be allowed therefor.
7-8.01 ALLOWABLE TIMES AND HOURS OF WORK
No lane or road closures will be permitted outside of the allowable hours of work. All traffic lanes shall be open, each day, by the end of shift.
Freeport Bridge Road shall be closed to all vehicular traffic during the allowable work hours of 6am to 6pm. Contractor shall maintain a minimum of one lane in each direction on Freeport Boulevard, and S River Road at all times unless prior approval has been granted by the Engineer.
Freeport Bridge is a dual-leaf bascule type bridge and will remain closed to marine traffic during construction, with the Coast Guard approved window being from 6 am on November 1st to 6 pm on November 30th. The bridge must be fully operable by 6 pm on November 30th. Contractor shall adhere to all Coast Guard requirements including but not limited to the following:
a. The work shall be performed such that waterway traffic and navigational clearances are not affected and the navigable depths are not impaired.
b. All flame-producing, spark-producing, welding, or other hazardous operations shall be halted while vessels are passing through the bridge.
c. Nothing may interfere with proper display of required bridge navigational lighting, or other navigational signals and bridge markings.
d. A good quality marine radio shall be present at the jobsite and properly employed to facilitate reliable communications between the contractor and approaching waterway traffic. The marine radio installed on the bridge is considered adequate for this purpose.
e. Nothing may fall from the bridge or be deposited into the water. If anything is accidentally dropped into the water, immediate action shall be taken to remove it, and the waterway shall be cleared to the satisfaction of the U.S. Army Corps of Engineers.
f. The Federal Water Pollution Control Act prohibits the discharge of oil, including oil-based paints, into the navigable waters of the United States. In the event of discharge, the responsible party shall immediately take action to halt the discharge and notify the National Response Center, U.S. Coast Guard, by calling (800) 424-8802. Failure to report such discharge may result in substantial fines, imprisonment, or both. The responsible party will be responsible for clean-up costs, if any.
- 11 -
g. No temporary obstructions in the waterway, i.e. bridge scaffolding, use of barges, etc., will occur during the work window.
h. The drawbridge must return to its regular operating schedule immediately at the end of the designated time-period.
Contractor shall complete, sign and return the Project Information Record (See Appendix), so Coast Guard may contact you if any issues arise, emergency or otherwise, during the project.
7-12 DELAYS
Contractor’s attention is directed to Section 7-12.02, “Unavoidable Delays,” of the Standard Construction Specifications.
No extension of time will be granted for a delay caused by a shortage of materials unless the Contractor furnishes to the Engineer documentary proof that he has made every effort to obtain such materials from all known sources, within reasonable reach of the work in a diligent and timely manner. The documentary proof shall indicate that the inability to obtain such materials, when originally planned, did in fact cause a delay in final completion of the entire work which could not be compensated for by revising the sequence of the Contractor's operations. The term "Shortage of Materials" as used in this section, shall not apply to materials, articles, parts, or equipment which are processed, made, constructed, fabricated, or manufactured to meet the specific requirements of the contract. Only the physical shortage of material will be considered under these provisions as a cause for extension of time. Delays in obtaining materials due to priority in filling orders will not constitute a shortage of materials.
No extension of time will be granted for the need to open the bridge if necessary for mariner traffic.
7-15 TIME OF COMPLETION
As set forth in Section 7-15, "Time of Completion", of the Standard Construction Specifications, the time for completion of this contract shall be Thirty (30) working days, with the first working day occurring on or before November 2nd, 2026.
- 12 -
SECTION 8 – MEASUREMENT AND PAYMENT
8-1.03 PAYMENT FOR MOBILIZATION
Contractor’s attention is directed to Section 8-1.03.B of the Standard Construction Specifications, Section 9, “Payment,” of the State Specifications and these Special Provisions.
Mobilization shall be paid based on State Specification 9-1.16D, “Mobilization,” and State Specification 8- 1.14E, “Payment Adjustment for Termination.”
8-1.03.B MOBILIZATION A PAY ITEM
Section 8-1.03.B, “Mobilization a Pay Item,” is hereby deleted and replaced with the following:
When the Contract or proposed Schedule of Values includes a separate item for mobilization, payment for mobilization will include full compensation for the furnishing of all labor, materials, tools, equipment, administrative costs, and incidentals for mobilization.
For contracts less than $25million:
(1) When 5 percent of the original contract amount is earned, 50 percent of the amount bid for mobilization, or 5 percent of the original contract amount, whichever is lesser, may be paid.
(2) When 10 percent of the original contract amount is earned, 75 percent of the amount bid for mobilization or 7.5 percent of the original contract amount, whichever is lesser, may be paid.

The Contractor shall amend the WPCP, graphically and in narrative form, whenever there is a change in construction activities or operations which may affect the discharge of significant quantities of pollutants to surface waters, ground waters, municipal storm drain systems or when deemed necessary by the Engineer. The WPCP shall be amended if the WPCP is in violation of any permit condition, or has not effectively achieved the objective of reducing pollutants in storm water discharges. Amendments shall show additional control measures or revised operations, including those in areas not shown in the initially approved WPCP, which are required on the project to control water pollution effectively. Amendments to the WPCP shall be submitted to the Engineer for review and approval in the same manner specified for the initially approved WPCP. Approved amendments shall be dated and logged in the WPCP. Upon approval of the amendment, the Contractor shall implement the additional control measures or revised operations.
10-4.09 PAYMENT
The contract ALLOWANCE for preparation of the WATER POLLUTION CONTROL PLAN shall include
- 15 -full compensation for furnishing all labor, materials, tools, equipment and incidentals for doing all the work involved in developing, preparing, obtaining approval of, revising and amending the Plan as specified in the Standard Construction Specifications, these Special Provisions, and as directed by the Engineer, and no additional compensation will be allowed therefor. The total amount to be paid for the work included in the ALLOWANCE for Water Pollution Control Plan shall be the amount of the allowance actually utilized in the course of preparing the plan and no additional compensation will be allowed therefor.
10-4.10 BMP SCHEDULE OF VALUES
An electronic submittal, flash drive, or hard copies of the Best Management Practices (BMP) Schedules of Values included in the Appendices of these Special Provisions are to be submitted to the Engineer when the WPCP is submitted.
On the BMP Schedule of Values, the Contractor shall provide a unit price for all BMP’s except those listed as “PROCEDURAL” as shown in the table below. Payment for these procedural BMP’s is included in the prices paid for the various other items of work and no additional compensation will be paid.

Erosion and sediment control BMPs shall be placed, monitored for effectiveness, and maintained throughout the construction process. The following precautions shall be implemented regardless of the season:
1. A stabilized construction site access shall be constructed at any construction staging and/or stockpile site as determined appropriate by the Engineer.
2. Temporary stockpiling of construction materials, including vehicles and portable equipment, supplies, fuels and chemicals, will be restricted to designated construction staging areas within the project area.
3. Any wet season requirement shall be implemented if conditions exist which may cause erosion and sedimentation.
4. The contractor shall not be limited to the requirements listed above, but shall be responsible for implementing whatever measures are necessary to prevent erosion and sedimentation.
The Contractor shall demonstrate the ability and preparedness to fully implement soil stabilization practices and sediment control measures to protect soil-disturbed areas on the project site before the onset of precipitation. A quantity of soil stabilization and sediment control materials shall be maintained on site equal to 100 percent of that sufficient to protect unprotected, soil-disturbed areas on the project site. A detailed plan for the mobilization of sufficient labor and equipment shall be maintained to fully deploy control measures required for the protection of soil-disturbed areas on the project site prior to the onset of precipitation. A current inventory of control measure materials and the detailed mobilization plan shall be included as part of the WPCP.
The wet season is hereby defined as the period between October 1st and April 30th. Erosion control (i.e.
soil stabilization) BMPs shall be applied during the wet season. All other BMPs included in the approved
- 17 -
WPCP shall be installed/implemented and maintained year round.
Throughout the wet season:
1. Soil-disturbed areas of the project site shall be considered to be non-active whenever soil disturbance activities are to be discontinued for a period of 20 or more days and the areas are fully protected. Areas that will become non-active during the wet season shall be fully protected with soil stabilization practices and sediment control measures within 10 days of the discontinuance of soil disturbing activities or prior to the onset of precipitation, whichever is first to occur.
2. Active soil-disturbed areas of the project site shall be fully protected at the end of each day with soil stabilization practices and sediment control measures unless fair weather is predicted through the following workday. The Contractor shall monitor the weather forecast on a daily basis. The National Weather Service forecast shall be used. An alternative weather forecast proposed by the Contractor may be used if approved by the Engineer. If precipitation is predicted prior to the end of the following workday, construction scheduling shall be modified, as required and functioning control measures shall be deployed prior to the onset of the precipitation.
3. Inspections of the construction site shall be conducted by the Contractor to identify deficient measures, as follows:
A. Prior to a forecast storm;
B. After any precipitation which causes runoff capable of carrying sediment from the construction site;
C. At 24 hour intervals during extended precipitation events; and D. Routinely, a minimum of once every 2 weeks.
If the Contractor or the Engineer identifies a deficiency in the implementation or functioning of an identified control measure, the deficiency shall be corrected immediately. The deficiency may be corrected at a later date and time if requested by the Contractor and approved by the Engineer in writing, but not later than the onset of subsequent precipitation. The correction of deficiencies shall be at no additional cost to the County.
The Contractor shall implement, year-round and throughout the duration of the project, control measures included in the WPCP for sediment tracking,…
