A. BACKGROUND
The Board of Governors of the Federal Reserve System (Board) is an independent governmental agency at the center of the Federal Reserve System, which also includes twelve regional Federal Reserve Banks located in major cities throughout the nation. Together, these components are the nation's central bank and are responsible for conducting the nation's monetary policy and maintaining the stability of the financial system. The Board and regional Banks also share responsibility for supervising and regulating bank holding companies and state charted banks that are members of the System; for providing banking services to depository institutions, foreign official institutions, and the federal government; and for ensuring that consumers receive adequate information and fair treatment within the banking system.
This RFI focuses on the requirement for assistance with a project that involves collecting and documenting duties and responsibilities for positions using an on line system. This documentation will serve as a guide for acquiring a system/tool that will facilitate, streamline and archive job descriptions Board-wide. The Board currently do not have a system in place that can perform these functions and activities are executed manually. The selected system may be either cloud-based, software as a service (SaaS) or a commercial off-the-shelf (COTS) product(s). Additionally, the Board is seeking the services of an experienced professional that will assist with the creation of the statement of work (SOW) and associated documents required to procure the system/tool.
B. PURPOSE
The purpose of this RFI is to gather information from vendors and organizations who have an automated job description system. The system shall support the Board’s job description library.
The system shall help with streamlining job descriptions, have a comprehensive database to assist with developing job descriptions by providing suggestions for titles, duties and responsibilities, qualifications, and requirements.
C. REQUIREMENTS
The following is a list of requirements that have been determined. Overall, the selected tool/system (System) shall:
1.1 Integrate with the Board’s human resources system(s) (PeopleSoft, Taleo).
1.2 The System shall have the ability to allow the user to easily review job descriptions from year to year and be printer friendly.
1.3 The System shall have the ability to suggest words/matches for job description titles, duties and responsibilities from database sources.
1.4 The System shall have the ability to compare job descriptions and highlight the differences.
1.5 The System shall allow the ability to add material from the point factor system and perform job levelling within the tool.
1.6 Meet the Board’s recommended security guidelines for automation products/services which include: Compliance with Section 508 of the Rehabilitation Act of 1973 and Compliance with the Federal Information Security Management Act (FISMA).
1.7 The System shall track a user’s progress through the development and editorial phase of a job description. The system will have an archive of all past job descriptions and changes over time showing when the changes were made and who made the changes.
1.8 The System shall have the ability to restrict or un-restrict viewing capabilities by segmenting job descriptions by the Board’s divisions.
1.9 The System shall have the ability to flow changes down within a job family. When changes are made to one level the information is flowed down to the other levels without touching each description.
1.10 The System shall allow the Board’s system administrator to manage users’ rights by adding, deleting, or modifying user rights, and setting/resetting users’ passwords (e.g., restricting a user’s rights to make changes to job descriptions, allowing read-only permission, etc.).
