About this file
This document is a Statement of Work for a federal contract opportunity. The overall goal of the project is to identify EEG footprints of hypoxic state and decode identified patterns using signal processing and machine learning techniques. The University of Houston, led by Drs. Francis and Ince, will collaborate with NAMRU-D, led by Drs. Blacker and McHail, to characterize EEG modulations during normoxia and hypoxia. An engineering graduate student and a Post-Doc will work on analyzing the multichannel neural data using algorithms developed in MATLAB and Python. The results are planned to be published in journals and presented at conferences.
The related federal contract opportunity, with Solicitation Number N41817-24-Q-9784, is issued by the Department of the Navy Naval Supply Systems Command to identify EEG footprints of hypoxic state and decode identified patterns. The statement of work and justification and approval for the contract are attached.

UNIVERSITY OF HOUSTON
Statement of Work
Our overall goal of this project is to identify EEG footprints of hypoxic state and decode identified patterns using signal processing and machine learning techniques.
In this project, we will investigate the multichannel EEG activity recorded by Dr. Blacker and explore oscillatory bursts and spectral changes during an experimental paradigm in which the subjects experience different levels of hypoxia.
Dr. Francis and Ince’s lab will collaborate with Drs. Blacker (lead PI) and McHail from NAMRU- D. Together, they will characterize EEG modulations during normoxia and hypoxia.
An engineering graduate student and a Post-Doc will work closely with Drs. Ince and Francis in the analysis of multichannel neural data. Algorithms will be developed in MATLAB and Pyhton.
As usual, we plan to publish our results in journals and present them in prestigious conferences.
