About this file
This is a Franchise Application document for the City of Pasadena, California, involving the Pasadena Police Department and the Department of Transportation, seeking qualified applicants for non-exclusive police towing franchise agreements. The franchise will provide vehicle towing and impound services as directed by the City's law enforcement and transportation agencies. The application process is designed to select one or more franchisees to operate these services within Pasadena's jurisdiction. Applicants must submit complete applications through the City's procurement portal, with detailed project specifications available at https://procurement.opengov.com/portal/pasadena/projects/268203. The selection results will be posted on the same portal following the evaluation and award process.
The franchise agreement structure is non-exclusive, allowing the City to contract with multiple towing service providers. Applicants must demonstrate financial stability, operational capability, and compliance with City standards for vehicle impound and towing operations. The application will likely require documentation of insurance coverage, equipment specifications, driver qualifications, and facility conditions for impound storage. Pricing terms, service response times, and performance requirements are established in the franchise agreement specifications. The franchise term, renewal options, and specific compensation structure are detailed in the project specifications document referenced in the application materials.
