About this file
This is a Request for Information (RFI) for market research regarding depot-level repair services for the F-15E Flat Panel Multipurpose Display (FPMPD). The Government seeks to identify potential sources with repair expertise, capabilities, and experience to support the FPMPD (Part Number 114000-39, NSN 1270-01-673-7123FX), a Mission Essential Line Replaceable Unit installed on F-15E aircraft that provides critical flight, navigation, weapons, and systems information to the flight crew. Collins Aerospace is the original equipment manufacturer and current sole source for repairs. The RFI emphasizes that the Government does not own the technical data rights required to compete repairs, and reverse engineering has been deemed uneconomical. Responses must be received no later than close of business on October 30, 2026, and should be emailed to Trinity Flood (Program Manager) at trinity.flood@us.af.mil and Stacylee Johnson (Procuring Contracting Officer) at stacylee.johnson@us.af.mil. Participation in this market research does not guarantee participation in future solicitations or contract awards, and the Government will not reimburse participants for response expenses.
The Contractor Capability Survey requires respondents to provide business information including CAGE code, business size classification, and small business certifications, along with detailed responses addressing general capabilities, repair experience, configuration management and obsolescence resolution processes, inventory and status reporting capabilities, commerciality of the product or service, and continuity of operations and cybersecurity posture. The survey specifically inquires about experience repairing the F-15E FPMPD, capabilities for classified material handling, monthly repair capacity, ability to address fit-form-function issues, and implementation of DFARS cybersecurity requirements including clause 252.204-7012. Both large and small businesses are encouraged to participate, and joint ventures or teaming arrangements are supported. The Government anticipates sustaining the FPMPD through its operational lifecycle extending to FY2041 and requires the repaired units to meet all power, function, and physical requirements per Collins Aerospace drawing 114000 and applicable USAF Technical Orders.

F-15E Flat Panel Multipurpose Display (FPMPD)
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to provide depot-level test and repair of the F-15E Flat Panel Multipurpose Display (FPMPD) The National Stock Numbers (NSN) and Part Numbers (PN) are as follows:
Item
NSN
PN
FPMPD
1270-01-673-7123FX
114000-39
The FPMPD is a Line Replaceable Unit (LRU) on the F-15E. Each aircraft has four (4) FPMPDs installed. The FPMPD is a directly viewed monochrome green LCD display which provides critical flight, navigational, weapons, aircraft altitude, and systems information to the flight crew. It is a Mission Essential (ME) item on the F-15E fleet that must be operational for the aircraft to be flight worthy. The FPMPD was developed by Collins Aerospace and integrated into the F-15E.
The legacy CRT-based Multipurpose Display (MPD) is experiencing severe obsolescence and is no longer procurable. Normal attrition of the legacy MPDs is being addressed via new buys of the FPMPD. To sustain the newly fielded FPMPDs throughout their lifecycle (extended to FY2041), the Government must establish a viable repair contract.
The service shall include providing obsolete parts resolution along with the necessary engineering to investigate Deficiency Reports and Material Improvement Projects (MIPs) to support and sustain the FPMPD through its operational life.
The repaired FPMPD must meet all power, function, and physical requirements (form, fit, function, and interface) in accordance with Collins Aerospace drawing 114000 and applicable USAF Technical Orders / COTS Manuals. These requirements are for a tactical aircraft display and include specialized environmental and performance parameters (such as high-resolution, contrast uniformity, and sunlight readability) that are military-unique and not part of commercial displays. However, the Government does not own the data or the rights to the data needed to compete the repair of this part. It has been determined to be uneconomical to reverse engineer the data, qualify a new source, or buy the data and/or data rights. Collins Aerospace is the only source of known repair for this system and has been since it was fielded.
