REQUEST FOR INFORMATION ON FPAC NATIONAL BPA OFFICE FURNITURE

A. INTRODUCTION

The U.S. Department of Agriculture (USDA Farm Production and Conservation (FPAC) Business Center (BC) is seeking information from interested parties to design, deliver, and install array of office furniture at USDA FPAC Offices at various facilities across the United States.

This Request for Information (RFI) is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotations (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes, the Government will not pay for any information/items submitted in response to the RFI. No determination as to the viability of this requirement has been made at this point and there is currently no solicitation for this effort. Any solicitation resulting from this RFI will be announced separately.

B. BACKGROUND

The United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (BC) provides efficient, effective and professional administrative services throughout the FPAC Mission Area. FPAC-BC, Management Services Division (MSD), provides critical programs and services, customer service, administrative support, and operational management to FPAC BC, Farm Services Agency (FSA), Risk Management Agency (RMA), Natural Resources Conservation Service (NRCS), and possibly other USDA agencies.

The USDA FPAC Mission Area occupies approximately 3,000 facilities nationwide. These facilities include, but are not limited to USDA Headquarters, State Offices, and rural USDA County Offices. This statement of work will result in a contractual document for the delivery and installation of office furniture to USDA's FPAC offices. This strategic sourcing solution will leverage FPAC-wide purchasing power, allowing FPAC to increase efficiency, reduce costs, and enhance customer fulfillment, by establishing a standardized furniture solution.

The establishment of a contractual vehicle will allow USDA's FPAC offices to work with MSD for the design, delivery, and installation of office furniture no matter the location of the USDA FPAC Office. A task order will be developed for each specific building/office requirement. Office furniture orders will include executive and private office furniture, workstations, and conference and training room furniture. MSD's Contracting Officer's Representative(s) (COR) will be responsible for coordinating and approving all orders.

C. OBJECTIVES

The government’s objective is to acquire a contractor that will perform the following:

Provide preliminary furniture layouts utilizing government furnished drawings for the following: executive office furniture, private offices, workstations, and conference rooms. Contractor will also provide computer-aided design (CAD) drawings of selected furniture items in office space setups to MSD for approval before placing orders. The layout for each office, conference room and workstation will be reviewed before the final layout is approved.

Provide all management, supervision, labor, insurance, tools, materials, parts, services for installation and delivery services to successfully deliver and provide a complete and fully functional installation in a timeframe approved by the COR.

Clean up and remove all debris daily during installation.

Replace any faulty products that are damaged or not working properly.

Provide final report documenting order has been fully delivered, installed, and inspected and meets all task order requirements. This report must be submitted to the designated COR upon completion of each site.

The contractor shall perform requirements, identified within each task, at FPAC' s various locations. The contractor shall have the capacity to work on multiple task orders at a time. The contractor must not begin any installation of furniture products without prior consent from the COR.

D. REQUEST FOR INFORMATION

USDA is considering a multiple award BPA for the FPAC National Furniture BPA Program in order to satisfy the agency’s requirements to design, deliver, and install an array of office furniture at USDA FPAC Offices at various facilities across the United States, such as, USDA Headquarters, State Offices, and rural USDA County Offices. The agency seeking information on the feasibility and most effective and efficient BPA to meet the agency’s needs. The agency is contemplating either a Regional BPA set up with multiple awardees per region or 3-5 BPA holders to cover all the states. What risks, pros or cons do you anticipate?

D. INSTRUCTIONS TO RESPONDENTS

Responses to this RFI are due no later than 1 P.M. on December 4, 2020. Questions pertaining to this RFI are due by 12P.M. on November 30, 2020. Please submit all responses electronically via email to Contract Specialist, Erica Robinson at Erica.Robinson@usda.gov and Contracting Officer, Nnenna Njoku at Nnenna.Njoku@usda.gov with the words “NATIONAL FURNITURE BPA RFI Response” in the email subject line by the due date.

The following instructions establish the acceptable minimum requirements for the format and content of the responses:

Please address all questions and requirements and include feedback on all related topics, including application implementation costs, licensing costs, schedules, and risks. In addition, please feel free to provide other recommendations or suggestions on related subjects or issues.

The electronic copy of your responses must be in an Adobe Systems(R) PDF (Portable Document

Format) format and readable by the Adobe Acrobat Reader ™.

The first page of the submission must state the RFI title and provide the name, e-mail address, and telephone number for the individual that can be contacted for clarification or questions regarding this submission.

To aid in Government review, the total pages for the entire submission are limited to not more than 10 pages and file size shall not exceed 2 MB.

Any proprietary data that is included in the response must be marked appropriately at the paragraph level (page level is acceptable for full page table, graphs, etc.). Any response marked proprietary at the document level will not be considered.
