Building Name: New Construction TBD

DESIGN-BUILD STATEMENT OF WORK 1

Solicitation Number: 47PE0322R0002

1 PROJECT DESCRIPTION

The General Services Administration (GSA) intends to award a Design-Build Contract for construction of a new courthouse, located in Fort Lauderdale, Florida pursuant to the Federal Acquisition Regulation (FAR) Two-Phase Design-Build Selection Procedures (FAR Subpart 36.3). The contract will be awarded as a firm fixed price for the Design and Construction of the new Courthouse.

The new courthouse construction is located adjacent to the Central Business District (CBD) of Fort Lauderdale, Florida. The site is approximately 3.5 acres and bounded by SE 3rd Avenue to the West, the Tarpon River to the North and SE 11th Street to the south. The south eastern boundary of the site is on 11th Street, 220’ east of SE 4th Avenue; the eastern boundary of the site runs north from that point to the Tarpon River. This new project will provide a new courthouse to replace the existing outdated courthouse. The project is approximately 252,000 Gross Square Feet (GSF) including 50 inside, secure, parking spaces. The courthouse is programmed to include 12 Courtrooms, 17 Judges Chambers, the United States Marshals Service (USMS) prisoner areas, administrative areas for the United States District Court, and the United States Marshals Service.

The design-build scope of work includes all labor and materials required to provide architectural, engineering, construction, and other related services necessary to design and to construct a United States Courthouse compliant with applicable codes.

The design should be master-planned to anticipate an additional 30,000 GSF expansion area on the site. The design will be provided in bridging documents form with Concept Development Phase drawings supported by narratives and specifications.

GSA will be demolishing all existing structures on the site.

The Design Builder will be responsible for coordination with the applicable authorities having jurisdiction to meet requirements regarding the construction of the sea wall on the northern border of the site.

There may be archaeological remains during site excavation of the site which must be addressed in accordance with the parameters specified in the Programmatic Agreement between the Florida State Historic Preservation Office (SHPO) and GSA.

A geotechnical report executed by GSA (November 2021) is included as a reference document in Phase 1 and will be included as part of the Phase 2 RFP package for the short listed firms.

The City of Fort Lauderdale is expected to construct a new parking garage located on the eastern side of the project site. The design builder will be required to coordinate courthouse construction activities on the project site with the City of Fort Lauderdale’s construction of the new parking garage. These efforts have the potential to represent concurrent activities on the project site and coordination will be a tandem effort with the City of Fort Lauderdale and needs to be taken into consideration during the construction process.
