About this file
This Sources Sought Questionnaire is for Construction Manager-as-Constructor (CMc) services for a new Land Port of Entry (LPOE) at Fort Fairfield, Maine, issued by GSA Region 1. The document seeks to gauge potential contractor interest and capabilities for a large-scale border station construction project with a projected CMc award in August 2026, 100% Construction Documents completion in April 2027, and substantial completion by January 2031. Key qualification requirements include demonstrated experience with complex projects over $25 million, ability to secure $35-45 million in bonding, and capability to work on mission-critical projects with 24/7/365 operational constraints.
The questionnaire explores several critical aspects of potential contractor readiness, including experience with multiple project phases, schedule feasibility, and willingness to work under a Project Labor Agreement (PLA). Contractors must have at least three relevant projects in the past 15 years, experience with design and construction phases, and familiarity with labor management procedures. The document also seeks input on potential PLA impacts, with specific questions about labor market dynamics in northern Maine and potential price proposal adjustments if a PLA is required. Interested firms are asked to provide detailed responses to demonstrate their qualifications for this federal border infrastructure project.
