About this file
This document is a Justification Review Document for a Sole Source procurement under FAR 13.501 for custodial services at the Fort Belvoir Child Development Centers (CDCs). The U.S. Army Mission and Installation Contracting Command seeks to award a 7-month bridge contract to Yona Systems Group, LLC for $798,006.00, covering the period from 1 June 2025 through 31 December 2025. The sole source justification is based on the incumbent's specialized knowledge of facility access, security protocols, and cleaning requirements, as well as the need to prevent service disruption during a planned consolidation of custodial services.
The procurement is a direct award under the 8(a) program, with market research indicating multiple vendors could potentially provide services, but only the incumbent can meet the immediate time-sensitive requirements. The contract will ensure continuous custodial services at the CDCs, avoiding potential health and safety risks, operational disruptions, and cost duplications that would result from transitioning to a new vendor. The justification notes that Yona Systems Group graduated from the 8(a) program on 27 September 2024 and is currently performing under FAR Clause 52.217-8, with the new contract aimed at bridging services until a consolidated follow-on contract can be awarded in December 2025.

FAR 13.501 Sole Source Justification and Approval
1. Contracting Activity: U.S. Army Mission and Installation Contracting Command (MICC)-Fort Belvoir, 9410 Jackson Loop, Bldg. 1425, Fort Belvoir, VA 22060.
2. Description of Action: The Fort Belvoir Directorate of Public Works (DPW) requests a firm-fixed-price contract with Yona Systems Groug, LLC, for custodial services at the Child Development Centers (CDCs). The Government projects award by the end of May 2025 and fiscal year 2025 Operations and Maintenance, Army (OMA) funds will be used. An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. Description of Supplies/Services: The Contractor shall provide all required daily and weekly custodial tasks continually in all areas during the hours the CDCs are open.
The contractor shall provide all monthly, quarterly, and semi- annual tasks before or after the CDC operating hours. As identified in the performance work statement, all tasks shall be performed in accordance with the Tasks and Frequency Charts in APPENDIX C, and at the specified CDC building locations identified in APPENDIX B.
Period of Performance: 01 JUN 2025 -- 31 DEC 2025
Value: $798,006
4. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C.1901 as implemented by FAR 13.501(a), only one responsible source is capable of performing the requirement.
5. Reason for Authority Cited:
a. Background. The requested 7-month bridge contract will prevent a break in services until the new follow-on contract that consolidates installation custodial services and Child Development Center custodial services is awarded in December 2025.
Awarding a bridge contract to Yona Systems Groug, LLC, the incumbent, will avoid a substantial break in service and will save the Army from duplication of costs of approximately $133,000.
Yona Systems Groug, LLC has specialized knowledge of facility access restrictions, security protocols, and cleaning requirements essential to maintaining health and safety standards for the Child Development Centers. Transitioning to a new vendor at this time would result in a disruption of services and risk operational readiness.
The current contract for custodial services expires on 31 May 2025. Due to unanticipated changes made to the standard performance work statement made at the IMCOM enterprise level, and implementing those changes into Fort Belvoir’s custodial requirements, as well as the consolidation of the previous two separate custodial requirements, has delayed a timely follow-on contract to replace the contract expiring on 31 May 2025. Any lapse in providing custodial services would result in unsanitary conditions, disruptions of operations and potential health and safety hazards. This J&A is necessary because the incumbent graduated from the 8(a) program on 27 September 2024 and the contract is currently performing under FAR Clause 52.217-8. This contract will be awarded under the authority of FAR 13.501(a) to avoid a break in service.
b. Alternatives. Due to the consolidation, any competitive action or sole source action to a vendor other than Yona Systems Groug, LLC would take months to award.
An 8(a) competitive procurement for such a short performance period would lead to substantial cost duplication that is not expected to be recovered through competition.
With performance ending on the current contract on 31 May 2025, there are no other plausible alternatives to prevent a lapse in service other than awarding a bridge contract to Yona Systems Groug, LLC.
c. Impact if justification is not approved. The absence of custodial services can have serious consequences to include health and safety concerns, non-compliance with regulations, and operational disruptions. Overall, custodial services are essential to maintaining a safe and healthy environment at Fort Belvoir post-wide custodial.
6. Efforts to Obtain Competitive Solicitation: Efforts were made to prepare a competitive 8(a) follow-on solicitation that consolidated installation requirements and those for the Child Development Centers; however, adequate time no longer remains to permit full and open competition without interruption of services. The current contractor is already equipped with the necessary material, equipment, and labor that is required for this service and is familiar with all the facilities, facility coordinators, points of contact, policies, and procedures of the current Fort Belvoir CDC performance plan. If this interim requirement was procured competitively, there would be an unacceptable delay and break-in-service.
7. Actions to Increase Competition: A bridge contract is necessary to preclude a break-in-service until the follow-on competitive 8(a) contract that consolidates custodial requirements is awarded in December 2025.
8. Market Research: Market Research conducted in May 2025, indicates multiple vendors can provide custodial services. The small business administration dynamic small business search identified firms found under the 561720 NAICS that have self-certified their responsibility. These firms may be capable of performing the work;
however, due to the time-sensitive need of the requirement, only the incumbent possesses the immediate capability to meet the current schedule. Lastly, failure to award the incumbent can result in a duplication of costs. The current vendor is positioned to begin work immediately.
9. Interested Sources: Only one responsible source due to an unacceptable delay.
Market research indicates that transitioning to a new vendor would incur additional costs, and delays to onboarding, security vetting, and training.
10. Other Facts: Procurement history.
