About this file

The document is the Minority and Small Business Participation Procurement Guidelines (MBD Form-70) issued in October 2012, applicable to formal procurement processes. The guidelines provide a comprehensive framework for implementing minority and women-owned business enterprise (WMBE) participation across various industry categories, including construction, construction-related services, professional services, non-professional services, and goods procurement. The document delineates underutilized WMBE prime contractors and sub-contractors/sub-consultants for different demographic groups, specifically focusing on Black, Hispanic, Asian, Native American, and Woman-owned businesses.

The procurement guidelines are designed to narrowly tailor WMBE participation for affected groups across multiple industry sectors. The document defines specific business enterprise categories: Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). Each industry category has detailed definitions, such as construction being defined as new construction, renovation, restoration, and maintenance of public improvements, while goods are characterized as supplies, materials, equipment, and commodities. The policy aims to promote diversity and inclusion in procurement processes by identifying and addressing underutilization of minority and women-owned businesses across different professional and commercial domains.
