About this file

The document is the Minority & Small Business Participation Procurement Guidelines (MBD Form-70) issued by a local government procurement agency in October 2012, focusing on implementing diversity and inclusion strategies in formal procurement processes. The guidelines establish comprehensive definitions for industry categories including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods, while providing detailed matrices that identify underutilized Minority and Women-owned Business Enterprises (WMBE) across different procurement segments.

The procurement guidelines outline specific participation strategies for minority and small businesses, categorizing businesses by ethnicity and gender, including Black Business Enterprises (BBE), Hispanic Business Enterprises (HBE), Asian Business Enterprises (ABE), Native American Business Enterprises (NBE), and Woman Business Enterprises (WBE). The policy is designed to be narrowly-tailored to affected groups, with the goal of increasing participation of underrepresented businesses in prime contracts and sub-contracts across various industry categories such as construction, professional services, non-professional services, and goods procurement.
