About this file
The document is a Minority and Small Business Participation Procurement Guidelines form (MBD Form-70) dated October 2012, issued to implement guidelines for formal procurement and solicitations. The form provides detailed categorizations for Minority and Women Business Enterprises (WMBE) participation across different industry sectors, including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The guidelines are designed to narrowly tailor WMBE participation for underutilized business enterprises, specifically identifying opportunities for Black, Hispanic, Asian, Native American, and Woman-owned businesses as prime contractors and sub-contractors/sub-consultants.
The policy outlines specific definitions for each industry category, such as construction being defined as new construction, renovation, restoration, and maintenance of public improvements, while goods are characterized as supplies, materials, equipment, and commodities. The document provides a comprehensive matrix of underutilized WMBE primes and sub-contractors across different industry segments, with a focus on increasing participation and opportunities for minority and small businesses in formal procurement processes. The form includes an index defining various business enterprise types (BBE, HBE, ABE, NBE, WBE) and provides clear guidelines for implementing minority and small business participation in procurement activities.
