About this file
The document is a Minority & Small Business Participation Procurement Guidelines form (MBD Form-70) issued in October 2012, applicable to formal procurement processes. The guidelines outline specific categories for Minority and Women-owned Business Enterprises (WMBE) participation across different industry sectors including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides detailed matrices identifying underutilized WMBE primes and sub-contractors/sub-consultants for each industry category, with specific designation for Black (BBE), Hispanic (HBE), Asian (ABE), Native American (NBE), and Woman-owned (WBE) businesses.
The procurement policy is designed to narrowly-tailor WMBE participation, with precise definitions for each industry category. Construction is defined as new construction, renovation, restoration, and maintenance of public improvements, while Construction-Related Services encompass architecture, engineering, landscape architecture, design-build, and construction management. Professional Services include roles like attorneys and consultants, and Non-Professional Services cover activities such as lawn maintenance and security. The guidelines aim to increase minority and small business participation in formal procurement processes, providing a structured approach to identifying and engaging underutilized business enterprises across multiple sectors and ownership types.
