About this file

The document is a Minority & Small Business Participation Procurement Guidelines form (MBD Form-70) dated October 2012, issued to implement guidelines for formal procurements and solicitations involving minority and women-owned business enterprises (WMBE). The guidelines provide a comprehensive framework for underutilized WMBE participation across five industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods, with specific focus on Black (BBE), Hispanic (HBE), Asian (ABE), Native American (NBE), and Woman-owned (WBE) business enterprises.

The policy is designed to narrowly tailor WMBE participation for affected groups, with detailed definitions for each industry category. The document includes two matrix tables that outline underutilized WMBE primes and sub-contractors/sub-consultants across different industry segments, identifying specific demographic groups that are considered underrepresented in each category. The guidelines aim to promote diversity and inclusion in procurement processes by providing a structured approach to identifying and engaging minority and women-owned businesses across various service and product domains.
