About this file

This document is the MBD Form-70 Procurement Guidelines for implementing Minority and Small Business Participation, issued in October 2012 by a local government entity, likely in Florida. The guidelines provide a structured approach to promoting diversity in procurement across various industry categories including construction, construction-related services, professional services, non-professional services, and goods procurement.

The document outlines specific diversity goals for minority and women-owned business enterprises (WMBE) in both prime contractor and subcontractor roles. It defines detailed classifications for business enterprises, including Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The guidelines apply to formal procurements and solicitations, with participation to be "narrowly-tailored for affected groups" across five industry categories: construction, construction-related services, professional services, non-professional services, and goods procurement. The matrix provides a comprehensive breakdown of underutilized WMBE primes and sub-contractors by racial and gender categories for each industry segment.
