About this file

The document is the MBD Form-70 Procurement Guidelines for Minority & Small Business Participation, issued in October 2012, applicable to formal procurements and solicitations. The guidelines outline specific strategies for increasing participation of underutilized Minority and Women-owned Business Enterprises (WMBE) across various industry categories including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods.

The guidelines provide detailed categorizations for business enterprises, defining specific groups such as Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The document presents matrices showing underutilized WMBE primes and sub-contractors/sub-consultants across different industry sectors, with the policy explicitly stating that WMBE participation will be "narrowly-tailored for affected groups." The guidelines are designed to promote diversity and inclusion in procurement processes, offering a structured approach to identifying and engaging minority-owned and women-owned businesses in various professional and commercial domains.
