About this file

The document is a Minority and Small Business Participation Procurement Guideline form (MBD Form-70) issued in October 2012, applicable to formal procurement processes. The guidelines outline specific categories for Minority and Women Business Enterprise (WMBE) participation across different industry sectors, including Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides detailed matrices identifying underutilized WMBE primes and sub-contractors/sub-consultants for each industry category.

The procurement guidelines are designed to narrowly tailor WMBE participation for affected groups, with clear definitions for each business enterprise category: Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The document defines various industry categories such as Construction (new construction, renovation, restoration of public improvements), Construction-Related Services (architecture, engineering, design build), Professional Services (attorneys, consultants), and Non-Professional Services (maintenance, painting, security). The policy applies to formal procurements and solicitations, aiming to increase participation of underrepresented business enterprises across different sectors.
