About this file

This document is the Minority and Small Business Participation Procurement Guidelines (MBD Form-70) issued in October 2012, designed to guide formal procurement processes for a governmental entity. The guidelines establish detailed frameworks for minority and women-owned business enterprise (WMBE) participation across five industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document provides specific definitions for each industry category and outlines underutilized WMBE prime contractors and sub-contractors/sub-consultants for each sector.

The procurement guidelines are narrowly tailored to promote participation of underrepresented business enterprises, specifically identifying Black (BBE), Hispanic (HBE), Asian (ABE), Native American (NBE), and Woman-owned (WBE) businesses. The policy applies to formal procurements and solicitations, with a strategic approach to increasing diversity in contracting. The guidelines comprehensively map out which minority and women-owned business groups are considered underutilized in each industry category, both for prime contractors and subcontractors, creating a structured approach to expanding economic opportunities for diverse business enterprises.
