About this file

This document is a Procurement Guidelines document for Minority & Small Business Participation, outlining detailed guidelines for formal procurement processes across various industry categories. The guidelines provide a comprehensive framework for underutilized Women and Minority Business Enterprise (WMBE) participation in prime contracts and sub-contracts across six distinct industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document defines specific business enterprise categories, including Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE).

The procurement guidelines are designed to narrowly-tailor WMBE participation for affected groups, with detailed matrices showing underutilized minority groups in each industry category for both prime and sub-contract opportunities. The guidelines, dated October 2012, provide precise definitions for each industry category, such as defining construction as "new construction, renovation, restoration, maintenance of public improvements and underground utilities" and goods as "all supplies, materials, pipes, equipment, machinery, appliances, and other commodities." The document serves as a structured approach to increasing minority and small business participation in formal procurement processes, with the MBD Form-70 serving as the foundational reference document for implementation.
