About this file
This document is a Procurement Guidelines form (MBD Form-70) from October 2012 focused on implementing Minority & Small Business Participation strategies for formal procurement processes. The guidelines establish detailed frameworks for underutilized Women and Minority Business Enterprise (WMBE) participation across five industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The document defines specific business enterprise classifications, including Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE).
The guidelines provide comprehensive matrices identifying underutilized WMBE primes and sub-contractors/sub-consultants across different industry sectors. Each category includes specific racial and gender-based enterprise groups that are considered underrepresented, with the policy explicitly stating that WMBE participation will be "narrowly-tailored for affected groups." The document offers precise definitions for each industry category, such as defining Construction as "new construction, renovation, restoration, maintenance of public improvements and underground utilities" and Goods as "all supplies, materials, pipes, equipment, machinery, appliances, and other commodities." The intent is to create structured opportunities for minority and women-owned businesses to participate in formal procurement processes across various professional and commercial domains.
