About this file
This document is a Minority and Small Business Participation Procurement Guidelines form (MBD Form-70) issued in October 2012, designed to implement guidelines for formal procurement and solicitations. The document provides detailed categorizations for Minority and Women Business Enterprises (WMBE) participation across five industry categories: Construction, Construction-Related Services, Professional Services, Non-Professional Services, and Goods. The guidelines outline specific underutilized WMBE prime contractors and sub-contractors/sub-consultants for each industry category, identifying specific demographic groups such as Black, Hispanic, Asian, Native American, and Woman-owned businesses.
The policy aims to narrowly tailor WMBE participation for affected groups, with precise definitions for each industry category. The form provides an index of business enterprise types, including Black Business Enterprise (BBE), Hispanic Business Enterprise (HBE), Asian Business Enterprise (ABE), Native American Business Enterprise (NBE), and Woman Business Enterprise (WBE). The guidelines apply to formal procurements and solicitations, with the goal of increasing participation and opportunities for minority and small businesses across various service and goods sectors. The document serves as a strategic tool for promoting diversity and inclusion in procurement processes, offering a structured approach to identifying and supporting underutilized business enterprises.
